The RA2 ones having that distortion that makes it sound like they're communicating over a radio I think is why it generally sounds better than the RA3 ones since it maybe also helps disguise any flaws in the voice acting. With the clearer RA3 audio any problems are more obvious.

When I first got RA3 I was absolutely amazed how close they got the engineer to sound to the original, to the point where I actually suspected they just reused a lot of the original recordings and somehow got a VERY convincing voice double to record the new non-shared lines. I'm actually really happy they managed to get the original guy to do it, which explains why it was so freaking close!
I think they generally did a good job reimagining old units and their lines. That being said RA3's Tanya just doesn't have that same spunk and attitude RA2's one did

The reason the Kirov was dangerous comparing the two games came down to what was possible. In Red Alert 2, anti-air wasn't commonly ready, and generally speaking, they only had one role, to stop air units. This made them less practical then other units for stopping anything else, so generally speaking, you only needed like 2 Kirovs and a squad of tanks; and you can wreck almost any base. Even the base defenses didn't stop them that well; the only Anti-Air that could take Kirovs down reliably in RA2 were Apocalypse Tanks or Gatling Tanks, anything else and you were praying. In Red Alert 3, air Combat was more refined, and anti air was given more options. Units like Hydrofoils had advantages against non-air and Air units, making your overall army not useless if you primarily focused on air support. Empire of the Rising sun can build Mecha Tengu for anti-infantry and swap them to anti-air in one second. Same for the VX which are great base wreckers in the air, and strong Anti-air on the ground. It's simply a shift of how many options you have. Kirovs are still heavy base destroyers with insane armor, it's just in RA3, you can actually kill them since Anti-Air isn't always useless on the ground anymore.
In short, higher production values and some voice actors have altered voice effect that they are inside of a vehicle or heavily armoured suit. Also, its nice that since Allies are mostly Western Europe + USA (England, France) in RA3 compared to US-heavy RA2 Allies so they got voice actors for some units that actually sound French or English (Mirage tank, Spy) to reflect that.
Not everyone will agree on who voices the apocalypse tank better, but I think it is pretty safe to assume that everyone finds the quotes really badass and unforgettable.
For me the voices seem all fine. The Apocalypse quotes were cool in both, but in RA3, the Apocalypse was no longer cool itself. In RA3 it has too many weaknesses for my liking.
Tanya sounds better in RA2 tbh. The RA3 Tanya sounds like she's less having out there and is hiding her fear while the RA2 really likes it and is enjoying.

RA2 Tesla trooper has the most fitted and witty lines imo - charging up - surging forward - completing circuit - let the Joules flow - commencing shock therapy - ground yourselves

The Soviets in RA2 sound way more professional and actually fearsome. Soviets in RA3 are a bit of a joke. Both in terms of gameplay and in how they are depicted. The Allies are more or less the same, they sound more international. Kari's a way better Tanya than Jenny, but the rest are quite good in RA3.
I feel like RA2 and RA3 Tanyas are totally different persons. In RA2 she's a literal maniac, and in RA3 she's a cool blonde chick that treats war like fun. Love both.

I love the voice acting for both. The funny thing is, the confidence kind of flipped for the Soviets between games. Especially with the subs. One sounds happy that they're in a big ass metal tube underwater and the other sounds like they know they're in a big ass metal tube uderwater. One that might not make it back to the surface. The desolators sound slightly different, but it makes sense, where one was just shooting radiation and the other is a sick man inside of a giant metal suit to spread his disease. I shoulda known it was the same allied engineer though. Didn't he also do GDI's C&C3 Engineer too?
And the Torpedo line in particular, where the RA2 one clearly talks about firing its own torpedoes, the RA3 sound more like they are ones getting attacked instead
the motive of the Akula sounding more desperate is that Akula Subs are really, really, like, reaaaaaaaaaaaaaally dangerous to the user. They prioritize so much firepower that their defense is basically zero. So yeah, Akula pilots have a pretty good reason to be scared
Personally I love the RA2 desolator and RA3 apocalypse tank. Might also bring in the first quote of the RA2's mirage tank 6:53. The voice acting makes the units feel believable and characterful and also helps new players understand the role of units if the voice acting is good.
I really like what they did with the Allies and their quotes in RA3, all those different accents makes them feel alot more like a mix of allied nations unlike in RA2. Soviets though, alot of them sound much too goofy in RA3, but some also have alot more emotion in it, like the Apocalypse or Akula.
Well it makes sense that the voices of the allies in RA2 were more generic, RA1 and RA3 were true multinational forces even if only RA3 capitalised on it. RA2 was very much America centric and treated the other allied nations as an after thought.
So many great voice actors! J. Grant Albrecht (The End), Gregg Berger (The Pain), Michael Bell (The Fear) and Neil Ross (Volgin) were great also in Metal Gear Solid 3.
Two of my favourite voice line kits in RA2 were of the conscripts and of Apocalypse tanks. They're much more realistic in RA2: the conscript sounds disillusioned, toughened by life and, well, Russian. The tank driver sounds sure of himself, focused, sociopathic. In RA3 they're basically cartoons. The conscript sounds young, almost cheery. The tank driver sounds like it's an edgy 12 year old's dream - over-the-top dark and psychotic.
The conscript one makes more sense since they got drafted, promised for great reward(which they dont usually get any cuz they all die), taught how to shoot a gun and immediately thrown into the battlefield so of course they dont know shit about real fights

After playing much red alert 3 uprising, the red alert 3 desolator is much terrifying because you can literally see that he is sick and that his voice reflects it.
For some reason after seeing the images of the actors and also hearing the voices it all just makes more sense 2>3 for the simple fact that the quality of the audio was worse because it felt like they where talking with radios in the field as opposed to sitting in an audio booth adds a whole lot more grit to it
I generaly perfer RA2, tho there are two exception - tesla trooper and apocalypse tank. They just sound even more menacing that their old selfs. Tho again, i miss "taste your mortality" line in apo tank. "Get over here" line when useing mag harpoon is almost as good. Almost.

In both Red Alert 2 and Red Alert 3, the unit’s voice acting is pretty damn good, only the aircraft carrier’s voice actor’s feeling was awakened at three in the morning, they gave me a cup of coffee and they made them actively voice their predecessor at gunpoint. David Sobolev is also forced to repeat after his predecessor, but at least he does it from a recording studio, and not from the conclusion in which Prime Romanov sat at the beginning of the Bald Revenge.

Despite Soviets being still shown comical in RA2, the accents were done in a really respectful way. They done good research when it came down to a variety of russian voices. Henry J. Grant Albrecht is a gift!
That “Soviet Power Supreme” always gives me chills.

I love the voice acting for both. The funny thing is, the confidence kind of flipped for the Soviets between games. Especially with the subs. One sounds happy that they're in a big ass metal tube underwater and the other sounds like they know they're in a big ass metal tube uderwater. One that might not make it back to the surface. The desolators sound slightly different, but it makes sense, where one was just shooting radiation and the other is a sick man inside of a giant metal suit to spread his disease. I shoulda known it was the same allied engineer though. Didn't he also do GDI's C&C3 Engineer too?
And the Torpedo line in particular, where the RA2 one clearly talks about firing its own torpedoes, the RA3 sound more like they are ones getting attacked instead

the motive of the Akula sounding more desperate is that Akula Subs are really, really, like, reaaaaaaaaaaaaaally dangerous to the user. They prioritize so much firepower that their defense is basically zero. So yeah, Akula pilots have a pretty good reason to be scared

Personally I love the RA2 desolator and RA3 apocalypse tank. Might also bring in the first quote of the RA2's mirage tank 6:53. The voice acting makes the units feel believable and characterful and also helps new players understand the role of units if the voice acting is good.

I really like what they did with the Allies and their quotes in RA3, all those different accents makes them feel alot more like a mix of allied nations unlike in RA2.
Soviets though, alot of them sound much too goofy in RA3, but some also have alot more emotion in it, like the Apocalypse or Akula.

Well it makes sense that the voices of the allies in RA2 were more generic, RA1 and RA3 were true multinational forces even if only RA3 capitalised on it. RA2 was very much America centric and treated the other allied nations as an after thought.

So many great voice actors! J. Grant Albrecht (The End), Gregg Berger (The Pain), Michael Bell (The Fear) and Neil Ross (Volgin) were great also in Metal Gear Solid 3.
Two of my favourite voice line kits in RA2 were of the conscripts and of Apocalypse tanks.
They're much more realistic in RA2: the conscript sounds disillusioned, toughened by life and, well, Russian. The tank driver sounds sure of himself, focused, sociopathic.
In RA3 they're basically cartoons. The conscript sounds young, almost cheery. The tank driver sounds like it's an edgy 12 year old's dream - over-the-top dark and psychotic.
Ra3 desolator kinda sounds like he is lots of pain & suffering
The conscript one makes more sense since they got drafted, promised for great reward(which they dont usually get any cuz they all die), taught how to shoot a gun and immediately thrown into the battlefield so of course they dont know shit about real fights

I also just realized that tons of the RA3 lines were exactly the same.
Tesla Trooper was actually voiced by John Vernon in RA2, and Igor Jijikine played him in a cutscene.
Fred Tatasciore is a legend. His take on the Great Unclean One from DOW II Retribution was truly magnificent! Was surprised to see him doing voiceovers in RA3.
For the longest time, I was hearing "Lace-less shoes ready" instead of "Tesla suit ready". Sort of made sense, though.

After playing much red alert 3 uprising, the red alert 3 desolator is much terrifying because you can literally see that he is sick and that his voice reflects it.
For some reason after seeing the images of the actors and also hearing the voices it all just makes more sense
2>3 for the simple fact that the quality of the audio was worse because it felt like they where talking with radios in the field as opposed to sitting in an audio booth adds a whole lot more grit to it

I generaly perfer RA2, tho there are two exception - tesla trooper and apocalypse tank. They just sound even more menacing that their old selfs. Tho again, i miss "taste your mortality" line in apo tank. "Get over here" line when useing mag harpoon is almost as good. Almost.

In both Red Alert 2 and Red Alert 3, the unit’s voice acting is pretty damn good, only the aircraft carrier’s voice actor’s feeling was awakened at three in the morning, they gave me a cup of coffee and they made them actively voice their predecessor at gunpoint. David Sobolev is also forced to repeat after his predecessor, but at least he does it from a recording studio, and not from the conclusion in which Prime Romanov sat at the beginning of the Bald Revenge.
Man that Grant Albrecht guy voiced a lot of the units back in RA2, hats off to his variety of voices!
