If I need to add a custom property to some bone, such as to increase or decrease the intensity of a car's headlight. What is the workflow for adding this custom property?
There is no special workflow for adding custom properties to Auto-Rig Pro. It works the same as with all armatures. ARP may have some specialized features there but I can't say off the top of my head.

The head bone I added has no facial expression to delete, why is that ?

All of them? Check the Auto-Rig Pro manual for that.
