It's cuz you have the wrong layer selected. Keep the top layer selected. Stroke can only work under certain circumstances

Very easy to accomplish. Go to Filter > Blur > Radial Blur > Zoom

After printing the image, the colors in the printed image differ from the picture in the computer. Why? .. And what settings are required to address this command .. And thank you

Generally, printed colors tend to be duller than seen on a monitor. To get a better representation of your image as it would look printed, go to Image > Mode CMYK color.
