You should try the Skinshifter mod. It adds a new monster that hides in towns disguised as an NPC. The only time you realize that they are there is when you get close enough to realize their name doesn't show up or if you seen doubles of the same character.

@@NordicJarl27yeah mostly because some fungi that the dwemer gave them to ate that made them blind over time and devolve overall ( and if i remember correctly a Falmer soul cant fill a black soulstone like a human enemy so their soul prolly also devolved because of that)
The only time I have ever been scared in Skyrim is when I knew that a gargoyle was going to pop out and I took 2 steps to bait it out, nothing happened. So I figured it was a dud and still got scared when it jumped
worst thing about gargoyles: when they are in the statue form, in a room full of statues, you can't detect them with spells, and the "Aura whisper" thuum doesn't work too, so they are always taking you by surprise, with a scary-jump (unless one remember perfectly from previous playthrough wich statue in a room is actually a real gargoyle... but i haven't that level of memory)
Nothing will ever be creepier than the courier, who either a) always just waits for you at a random city, hoping you get by or b) follows you non stop,just taking whatever letter he get's for you and randomly hand them to you
