1st machine looks like an areator to punch holes in the lawn.
2nd scarify/dethatch to pull out moss and dead grass
3rd pick up dead matter using mower.
4th place down top dress (could be top soil, compost sand your choice)
Didn't see them lay seed so I'm guessing that was mixed in with the top dressing.
Last step water.
