Since i just finished the vanguard questline, thought id let you know. SPOILER WARNING . Terrormorphs are adult heatleeches. They take about 70-100 years to mature. Unless theyre near a Lazarus Plant. Only found on, you guessed it, Londinion. And without giving too many other spoilers. Both your theories are correct to an extent. Heatleeches are everywhere. They ride in ships, and there is human involvement in their sudden rise. Hope this gives you some insight, as i was also wondering.

The heatleeches thing makes sense given that heatleeches themselves have a very diverse morphology. Some are fat grubs, others are almost like regular leeches but with arms

I found an abandoned ship, didn’t expect it to leave me crying as I find a trial of tragic notes detailing the slow death of a family. This games next level.
