This is 100% fully working, I did it today (1st June 2017)
It's all about changing the serials of the motherboard and laptop
Change the values to zero and 100% it will be unlocked.

After it boots into developer mode, press CTR+ALT+F2 the key, this should open a terminal *NOTE: do not connect to wifi and continue the gui setup process; it will re-enable forced enrollment
In the LOG IN type 'chronos'
Then Password 'sudo bash'
Then "vpd -l"
This will show system information. You will see something called "serial_number" and "mlb_serial_number" . What you want to do is change both serials to anything apart from what it already is.
To change an entry do the following:
vpd -s "mlb_serial_number"="0"
vpd -s "serial_number"="0"
After that type "dump_vpd_log --force"
Then verify that the serial numbers have changed by typing "vpd -l" again
Then reboot the chromebook by pressing REF+POW
Done if you typed everything correctly!

NO! It doesn't work on ANY Chromebook! When the developer mode option has been disabled by an administrator on a managed or enrolled Chromebook you can't enable it! Do a video on that problem! No channel has anything on this glitch! Screw removal only if one exists! There are videos that go into that hardware aspect, however, those don't cover the particular model of HP 11 g4 Chromebook! There is no screw to remove like ones pictured and I removed the ones that were similar just in case! I'd love to have myself proved wrong! What now professor?
Yes, if Developer Mode is disabled by the administrator on school models, the user will be forced out of their Chromebook until the administrator gives access to it again. My friend did that and got locked out. It's not worth finding out. I'd stick to finding a way to get around your school's site blocking firewall.
I had the same problem. Here is what you do. First, disconnect the battery from the chromebook, and wait about 10 mins. Plug in the chromebook, and keep it plugged in while you do these next steps:
1. Create a recovery USB.
2. Cntrl+Excape+Refresh and insert the USB.
3. Wait until it finishes. If you unplug the power, or remove the USB, the device could brick.
4. After it's done, before setting it up, powerash the device by pressing Ctrl + Shift + Alt + R at the set me up screen.
5. After it finishes, sign in ONLY WITH YOUR PERSONAL gmail account. Using the school email will undo all the work we did.
6. If you are in your personal gmail account, this tricks the device into thinking you own it. If not, try multiple resets, powerwashes, hardware resets.
7. Once your personal account has been signed in, you should now be able to enter developer mode like normal. If it doesn't work, keep trying different resets, and make sure the battery and write screw are out.
8. Follow the instructions at the tutorial, starting at the part where you enter the developer terminal.
9. Please note, once you change your serial, it may say developer mode is blocked. Repeat the above steps, except for 8, and you should now have your freedom. Although signing into your school account on the chromebook will block dev mode again, so use your own account. Hope this helps!

anoraki is right i accidently did this ... left it unplugged all night plugged it in and did that powerwash shit idk how the fuck but it let me sign in my personal account .. it even said my account was the owner .. i dosnloaded some screenshot app like a dumb ass and my book kept freezing so i powerwashed again and the fucking enrolment bitch came back .. now i dont remembet how i did the hack .. smh i gave up now my chromebook just collects dust ... these people are fucking smart. .
yes it worked perfect, you really need to follow his steps on the screen starting half way through. also there was a couple of steps where my screen wasn't exactly the same as his screen. I don't know if the difference in screens was my chromebook is a samsung and his is another brand but I finally got into my start up screens and it works perfect now. thank you so much!

UPDATE 2: For HP chromebooks and maybe others: You need to unscrew the write protection thing to do this. If you don't it will come up with "flashromPartialWrite() error". If you got this but unscrewed the write protection do "flashrom -p ec --wp-disable". The rest is still correct tho :)

I left my chromebool on all night an woke up to that screen an dindt know what do but thank you for the tutorial to fix this problem
worked great, however i had to dump the firmware and edit it on my pc due to a developer mode block, then reflash the chromebook (i used a raspberry pi, flashrom, and a bash script to do that).
By flashing the rom I unenrolled it last year, but you can't reenroll it at all after that. I was going to try to find a way to do literally what you just said so I could change the serial like in the video, so I could change it back when I turn it back in. How did you change the developer mode blocked value on the firmware? It would save a lot of researching if u could tell me. Thanks!

For F2, there is a setting in the chromebook that allows you to treat the top-row keys as function keys. Settings -> Device -> Keyboard

here's one for you. I bought this Hp chromebook . It has a Educational Administrator Lock on it. Even the Developer mode is disabled on the device so all the commands like control + Alt + shift/ control + Alt + shift/ does it work nothing works on it if I could get it in developer mode I could format it

hello I made the mistake of wanting to put my chromebook 514 under win 10, that no longer worked the touch and the backlighting of the keyboard and no more sound card. I wanted to put it back under chromeflex, and the problem is that I still have no sound and no keyboard backlighting. Also I always have the white rabbit logo on startup. How do I get everything back to original? thank you

Keep doing it for hours and you'll soon get it. I once got developer mode after trying for a long time but did incorrect instructions.

I bought my chromebook second hand and don't know the original owner to see if it can be unenrolled from the enterprise administrative's account. How do I reach you to see if you can lend a hand trying to remove the enrolment?

I assume a complete hard reset with a USB while disconnected from the school network should be enough
The only way to unenroll would be to void your warranty and do a hardware modification or find a back door into the Chromebook that allows you to bypass the admin and unenroll the Chromebook

Even if anyone can get past the dev mode, which is insane, there will be a problem. The school can detect if you did it, and the video doesn't mention one thing. If you go into dev mode, your whole hard-drive will powerwash. If you have any data on there, make sure to have all files backed up.

Hello Everyone. Large School District IT Admin here. This does not work on most Chromebooks made in the last 5-7 years if the School IT Admin turns off the Developer Mode in Google Admin for Education(GAFE). Furthermore if the IT Admin enables to force enroll the device after being wiped is another hurdle you can't bypass due to the Chromebook checks in with Google once wiped and connected to WiFi. It then gets a policy to force enroll it back to the school's Google domain and the user can only login with their school Google account because it locks to the Enterprise Enrollment login screen. So good luck bypassing these security features. They are pretty foolproof if your School IT Admin enables them. And truse me, I push these all the time at our local and state school IT admin meetings and conferences. You'll be better off finding a security hole in the ChromeOS but again good luck due to being based on ChromiumOS, which is open source and patched daily, sometimes multiple times in a day.

No that is not what I said but you'd have to use some sort of hardware bypass hack. Just remember that most School student policies have pretty harsh punishments for hacking or circumventing any security on school technology device. We suspend and fine the student/parent for a portion of the Chromebook depending on the severity of the policy they break. Just remember it's not your device, you more than likely did not pay for it. Go buy a cheap old laptop and install CloudReady on it, it's basically a Chromebook! Then you can do whatever you want to it. I bought like 5 older ones for my kids and they love them!
The first part of this statement is correct. Policies prevent most school chromebooks from entering developer mode. However, if a chromebook does manage to get into developer mode, these steps will change the serial number (as long as the write protect screw is removed). If the serial number is changed, google cannot check for forced re-enrollment, meaning that you could unenroll.
However, if the chromebook is owned by your school, it is not a good idea to bypass this as it may be illegal.
Edit: Chrome OS also does not update with ChromiumOS every time ChromiumOS updates. Google takes some time before they roll out the changes made in ChromiumOS.
If I purchased a large lot of chromebooks from an auction (donated by the school they were managed at) and the school IT admin did not un-enroll them from management, what are my options?? If I contact the school IT department, what information would they need to unenroll them? The serial numbers for each unit??

I have a method:
step 1. go into recovery mode
step 2. do ctrl-d to attempt dev mode (whether u can or not doesn't matter)
step 3. remove bottom plate or keyboard and hold your fingers on the battery connector
step 4. press enter on the keyboard
step 5. as soon as that 'returning to normal mode' message pops up, unplug the battery from the motherboard
step 6. plug battery back in
step 7. let system repair itself (dont be scared!)
Now you have an unenrolled system, like the one i am using rn

Hey mate, I appreciate the guide, but unfortunately it is not working for me as I am unable to get into dev mode due to it being disabled by the admin. I've tried removing the battery and holding power for a minute, as well as keeping the battery detatched and waiting for 15 minutes. Any advise you can give would be great. Thanks!

this is how i been getting rid of the enrollment and the developer mode has been disabled...take off the r/w screen, install a new ssd drive...the enrollment login is now out of the chromebook along with the old ssd drive that you just took out. with a new drive in, you will need a recovery usb that u created before replacing the hard drive and boot off of it...once recovery is done...now you will be able to start your chromebook at normal, log onto your google account...after logging into your google account, do a powerwash, this will get rid of the "developer mode has been disabled"...after power washing...log back in...sign-out, then press the ESC+REFRESH+POWER to boot into developer mode....easy as cheese baby LOL

For the Chromebook, dont worry about trying to unlock it, you kind of realize the Chromebooks they give us, or at least did 4 years ago could barely run chrome os as it is and are really just there to help your education. Honestly, later in high school you'll probably stop caring about the Chromebook restrictions as did most kids I know. When you graduate, they'll take it off, that's how mine got off, but it doesn't matter because its so slow now. For high school, don't try to burn the candle from both ends. You don't have to be perfect at everything. Make sure not to miss out and try to have fun with you can. I sacrificed my social life for grades and band and running for the first 3 years, and when I finally stopped stressing so much, I slept better and had more fun, so I ran better and had a social life. I kinda regret all I missed out on.
