Tiny polygon with a circular gradient and some noise in the alpha channel. Put that up in a cloner, with a shit-ton of clones (check render instances for speed), random effector for randomness, another random effector in turbulence mode and slow animation speed for a wafting shimmering look. The blur the FUCK out of it in post. Basically. Thanks for watching. :)
