Batman’s plan is good. However, it’s good to have cyborg to probably help hack David Martinez, Cyberware just in case.
Lex Luthor might find used for the Cyberware as well as Amanda Waller and may find David and his crew for task force X.
Even dark side can find use for the Cyberware to make improvements for the father boxes.
Batman‘s next contingency plan should be about Ultraman.

Batman - I will leverage V's desire to be free of the Relic Shard by bringing in my most reliable technical allies in Lucius Fox, Mr. Terrific, and Cyborg, to find a way to stem the damage to V's Body and separate his psyche from Johnny Silverhand. I will also use Manhunter's telepathy to interrogate SIlverhand about his reasons behind attacking Arasaka in case of any long-term validity. I will consider using my connections to various scientists and mages to clone V's human body and transfer his mind as a just in case.
In a technical fight, I will employ the various cyber-countering protocols I have utilised against other high-end cybernetic foes to entrap V. At the same time, I have Tim launch a series of high-end hacks on V's cyber OS.
In the end, I must remember that V is just a man trying to make a name for himself and to survive a bleak world. He is not currently a villain trying to destroy it.
Note: Upon saving V, look to hire him long-term in Wayne Corp's security department to leverage his impressive skills and contacts. Also, hire his Ripper-Doc in Wayne Corp's medical department.
