I think all settlers count for the same 'weight' so to speak. Cows and goats have their own seperate weights, but settlers are uniform. Stacking wagons on a hacienda is more useful just for having 40 pops on a 20 pop megafarm.
You left this open: Does the number of YOUR settlers on your hacienda increase unit production per your unit? If so, by how much? It seems kind of wasteful if 20 vills are producing 1 bandit every minute.

It doesn't at all. The text Navy located at the farm, but they are specifically text that boost your villagers work rate. It's not a boost to the farm itself
There is a Mexico card that sends 1 hacienda ( team Alta California) for everyone on the team. Maybe french vills works were wagons don't?

Yes, more settlers equals faster production. This is an extremely well known fact with haciendas
