I can tell you what is pointless about ULEZ i have a Lexus ls430 v8 made in 2001 NOT 2005 and yet free from Ulez, and yet i can't drive Skoda 2015 diesel 1.4 a lot of newer models are not ULEZ Free. but yet i can drive a BMW SERIES 7 MADE IN 2003 v12 petrol free from ulez
Change your plate with electrical tape for example change F to E or L to E,P to R before you go into zone remove the tape when you leave, the zone,simple .
eco fascism :) I live in one of the original ULEZ zones in Silvertown east london, it effects the poorest of communtities who cannot afford to simply get a newer car. This zone is ironically next to London city airport which has been expanding it's traffic and facilities ever since i've lived here. And also, they are now building the new river crossing right in this zone which will bring more traffic. I'm sure these aeroplanes and cars run on water. Newham council approve ridiculous ammounts of building development whilst TFL are either cutting their services or not expanding them. There are so many people living in my part of London now, who literally can't afford to live here, it's ridiculous. I see 2 bedroom flats on my estate with 6 people living in them, They are creating the new version of a Victorian slum.
Perhaps. As I recall one can run a plate indicating a date older than the actual car (bike, etc) The way I did it was a little unorthodox but was many years prior to all this current BS, but the end deal was I got a custom name on a different plate to the main guts of the machine. It may be easier or harder to track that way, did not bother me it was well within the limits back then anyway. Q plates is another to look into for some perhaps. I cannot remember the details on them, only that they were a different category if I changed just a little bit on my custom build. For anyone still interested in custom builds and re registration, there are a few other tricks.. pm me for more info, its free info but can get specific so not for the faint hearted.
I have a classic bike, which is registered 1974 and classed as a Historic vehicle as shown inside the V5 and yet if I put the reg in TFL's (ULEZ) 'Check my Vehicle' finder it still states I would have to pay the charge which I know is Complete BS and the law is 100% on my side, why should go through the hassle of telling them they are wrong! it's up to them to get it right FFS.
yes, I had similar stuff on some wheels years ago and got pulled up on multi issues. I knew the rules and regulations. and just told pc plod total my detail and book me for any infractions he stated. Never heard another word as the wheels covered many areas and wieght classifications. and dates and was obviously too much like hard work to figure which law I was breaking if any.
I have a Smart diesel that is so low as to be road tax exempt, however I cannot take it into London because of the ulez rules, it was at the time one of the very lowest emissions vehicles on the road . Luckily I have no desire to go into the stinking hole by car or any other method.

The French Crit'Air system is designed to enhance air quality. Cost to you the vehicle owner if you obey the rules less than £5. With ULEZ I can drive the worst polluting oil burner round London all day, pumping out all those pollutants, but that's OK as I've paid £12.50.

@@LCOF I did.... Buying a 40+yo car, using some trick parking strategy... And for my older cars, lobby for the parliament to lower the threshold of classic cars down from 40 years to 30 years like in many other countries. Or, lobby them so that cars that are driven less than say 3000 miles a year are exempt from it because manufacturing low emission cars to replace these will emit far more than keeping these on the road (shame that manufacturing emissions and generally emissions from manufacturing to end of life and recycling are not the main criteria for ULEZ)
TFL got 247 million total income from Congestion Charge in the last financial year I don't know how much they got from the ultra low emission charge but guaranteed in the future they will extend and and the congestion charge and the people in the UK will not demonstrate against it
No one in their right mind would be against reducing emissions, but retrospective legislation is NOT the way forward and opens the door to very dubious permutations of possibility for the law makers. It is on the ground of retrospective legislation that this Ulez extension is not only obscene but dangerous.
@john ernest I agree. BUT its van drivers and lorry drivers that are affected. Most petrol cars even if purchased before 2010 are not affected as the restriction is a euro 4 engine. Any diesel van (probably most) purchased before 2016 most certainly are, as a euro 6 is needed. I would suggest a ratio of 1 van for every 10 cars. Here is the thing my diesel van burns the same fuel as any other diesel vehicle on the road, if you looked into it ill bet you a tenner the emissions between my euro 5 engine and a euro 6 are negligible at best.
Alter 1 letter or no on your front and rear plates very slightly and the cameras carnt pick it up and they only read plates and nothing else , a large felt tip pen works great and you can wipe it clean when you need to pay to park or when not driving in the zone , a friend of mine does this 7 days a week and has never had to pay..... 😜
Your late 90s car could be made compliant! As someone into 90s and early 2000s cars i've yet to see any petrol cars over 01 not compliant but before 01 are not compliant due to the emissions not being recorded on the V5, i have 2 02 reg petrol cars that are compliant but the same ones built in 2000 or older (X reg) are not despite being the exact same car and spec due to them not having a recorded emissions on the V5. if you have a older late 90s petrol car it could be compliant, you need need to contact the DVLA to find out at what VOSA station is able to do this and it usually isnt cheap as well. you can test this out yourself, find a petrol car model that was made from the late 90s to earls 00s and check for compliance on a 90s one and 01+ one. e.g. Renault scenic mk1, Honda accord etc

Having changed the number plate, do not drive in the congestion zone because letters will be sent out the real owner of the number plate and it will the plate sit on the 'wanted' list.
I have a ULEZ compliant, 2010, Fiat 500 Abarth now with my non-compliant old cars private numberplate on it and I’ve got two tickets for driving my Fiat 500 Abarth in the ULEZ zone even though the tickets have in black and white writing, it’s Fiat, model, colour they still ticketed with me for my old car. I’m literally just waiting for more to come through the post.

What about the many diesel powered trains still operating in London, do they pay a ulez fee? You know your on a diesel powered train as you will hear a high reving engine as the train leaves the platform. That sound is the turbo diesel engine giving a huge burst in power (torque) to start pulling the train.
I have a 1999 Mini Cooper - an iconic British car and a substantial part of British automotive history. It doesn't qualify and I'll no longer be able to afford to use it at my home location (Greenwich). It's understandable that the government want to improve air quality and capitalise on the transition, I'm happy to back this but I would really like to see an option for people like me who are averse to turning a small part of our history into scrap metal. Where are the engine modification guidelines? Surely that's in everyone's interest?

Here’s an interesting point. I own a Citroën Saxo which I have owned from new. It was registered 1st of January 2001. I received a letter about 18 months ago for TFL saying my car ‘Might’ be compliant with ULEZ but because the euro standards didn’t come into effect until March 1st 2001, I would have to get a certificate of compliance from the manufacturer as the information was not on my V5 documentation ( but would have been from March 2001) I duly contacted Citroën/ Peugeot and coughed up an eye watering £200 for literally an A4 sheet of paper with all my vehicles details on it and Emailed it to TFL who in due course agreed the vehicle complied and is classed as an ‘Early adopter’ Now here’s the interesting thing, MY car is classified as Euro 3, not Euro 4 which is what you would expect as it’s a car and not a motor cycle. Also, a friend has a Peugeot 206 1.4 ( petrol) on a 54 plate & HIS car is compliant, it had the necessary proof of compliance on the V5 from new, but his car is ALSO Euro 3. It sort of makes this categorisation for cars a nonsense. How can a car be compliant on a motorbike classification? ( not that I’m complaining).

425kg I recall was the weight a 3 wheeler changed from a motorcycle to a car although I am not sure if that was for licence or taxation purposes. As for qty of whees around that weight, yes, you may find it is partialy a motorcycle . Do some homework on it. Lets face it, it is hard enough to get around London at 30mph anyway without a motorbike so why pay more.

May need to be re registered which would or should show up on the camera as compliant. If I were younger I would just investigate a little more and go out of my way to find the most obscure loophole I could just to make them work for the money.
My wife's car is a 02 Focus and it is ok for the ULEZ, you don't need to buy a £10,000 car to beat this, hope this info might be a help to someone, don't just think "I'll have to just pay it" 5 days a week 48 weeks a year (you should get 4 weeks holiday) is £6,600 a year, you might as well by a car that complies, that way you get a newer car and they don't get your money, remember an 02 03 Focus would be around £1,500 better than £6,600.

I think the poorest in society are more affected by emissions and the fewer Chelsea Tractors the better. During lockdown the air quality was so much better.

I used to do 5000 miles a year in my van in London, but it is old and fails the emissions test. I have bought new and now do 150000 miles per year in London but am alright as it meets the emissions requirements. I do care about the environment.
You need discount £10 for electric car driving in central London. Next 2023 M25 expansion have to pay £5.50 days petrol and diesel. It doesn't matter how the newish car and oldest cars they want you to switch electric vehicle it getting very complicated for drive license, there's no way betting ulow emission zone . It's like having speed camera on the roads big brother watching anyone shoulder right now again and again.

Change your plate with electrical tape for example change F to E or L to E,P to R before you go into zone remove the tape when you leave, the zone,simple .

This zone is ironically next to London city airport which has been expanding it's traffic and facilities ever since i've lived here. And also, they are now building the new river crossing right in this zone which will bring more traffic. I'm sure these aeroplanes and cars run on water. Newham council approve ridiculous ammounts of building development whilst TFL are either cutting their services or not expanding them. There are so many people living in my part of London now, who literally can't afford to live here, it's ridiculous. I see 2 bedroom flats on my estate with 6 people living in them, They are creating the new version of a Victorian slum.

The way I did it was a little unorthodox but was many years prior to all this current BS, but the end deal was I got a custom name on a different plate to the main guts of the machine.
It may be easier or harder to track that way, did not bother me it was well within the limits back then anyway.
Q plates is another to look into for some perhaps.
I cannot remember the details on them, only that they were a different category if I changed just a little bit on my custom build.
For anyone still interested in custom builds and re registration, there are a few other tricks.. pm me for more info, its free info but can get specific so not for the faint hearted.
I have a classic bike, which is registered 1974 and classed as a Historic vehicle as shown inside the V5 and yet if I put the reg in TFL's (ULEZ) 'Check my Vehicle' finder it still states I would have to pay the charge which I know is Complete BS and the law is 100% on my side, why should go through the hassle of telling them they are wrong! it's up to them to get it right FFS.

I have a Smart diesel that is so low as to be road tax exempt, however I cannot take it into London because of the ulez rules, it was at the time one of the very lowest emissions vehicles on the road . Luckily I have no desire to go into the stinking hole by car or any other method.

And for my older cars, lobby for the parliament to lower the threshold of classic cars down from 40 years to 30 years like in many other countries. Or, lobby them so that cars that are driven less than say 3000 miles a year are exempt from it because manufacturing low emission cars to replace these will emit far more than keeping these on the road (shame that manufacturing emissions and generally emissions from manufacturing to end of life and recycling are not the main criteria for ULEZ)
TFL got 247 million total income from Congestion Charge in the last financial year I don't know how much they got from the ultra low emission charge but guaranteed in the future they will extend and and the congestion charge and the people in the UK will not demonstrate against it

No one in their right mind would be against reducing emissions, but retrospective legislation is NOT the way forward and opens the door to very dubious permutations of possibility for the law makers. It is on the ground of retrospective legislation that this Ulez extension is not only obscene but dangerous.
@john ernest I agree. BUT its van drivers and lorry drivers that are affected. Most petrol cars even if purchased before 2010 are not affected as the restriction is a euro 4 engine. Any diesel van (probably most) purchased before 2016 most certainly are, as a euro 6 is needed. I would suggest a ratio of 1 van for every 10 cars. Here is the thing my diesel van burns the same fuel as any other diesel vehicle on the road, if you looked into it ill bet you a tenner the emissions between my euro 5 engine and a euro 6 are negligible at best.

on your front and rear plates very slightly and the cameras carnt pick it up and they only read plates and nothing else , a large felt tip pen works great and you can wipe it clean when you need to pay to park or when not driving in the zone , a friend of mine does this 7 days a week and has never had to pay..... 😜

As someone into 90s and early 2000s cars i've yet to see any petrol cars over 01 not compliant but before 01 are not compliant due to the emissions not being recorded on the V5, i have 2 02 reg petrol cars that are compliant but the same ones built in 2000 or older (X reg) are not despite being the exact same car and spec due to them not having a recorded emissions on the V5.
if you have a older late 90s petrol car it could be compliant, you need need to contact the DVLA to find out at what VOSA station is able to do this and it usually isnt cheap as well.
you can test this out yourself, find a petrol car model that was made from the late 90s to earls 00s and check for compliance on a 90s one and 01+ one. e.g. Renault scenic mk1, Honda accord etc

I have a ULEZ compliant, 2010, Fiat 500 Abarth now with my non-compliant old cars private numberplate on it and I’ve got two tickets for driving my Fiat 500 Abarth in the ULEZ zone even though the tickets have in black and white writing, it’s Fiat, model, colour they still ticketed with me for my old car. I’m literally just waiting for more to come through the post.

What about the many diesel powered trains still operating in London, do they pay a ulez fee? You know your on a diesel powered train as you will hear a high reving engine as the train leaves the platform. That sound is the turbo diesel engine giving a huge burst in power (torque) to start pulling the train.
I have a 1999 Mini Cooper - an iconic British car and a substantial part of British automotive history. It doesn't qualify and I'll no longer be able to afford to use it at my home location (Greenwich). It's understandable that the government want to improve air quality and capitalise on the transition, I'm happy to back this but I would really like to see an option for people like me who are averse to turning a small part of our history into scrap metal. Where are the engine modification guidelines? Surely that's in everyone's interest?

Here’s an interesting point.
I own a Citroën Saxo which I have owned from new. It was registered 1st of January 2001.
I received a letter about 18 months ago for TFL saying my car ‘Might’ be compliant with ULEZ but because the euro standards didn’t come into effect until March 1st 2001, I would have to get a certificate of compliance from the manufacturer as the information was not on my V5 documentation ( but would have been from March 2001)
I duly contacted Citroën/ Peugeot and coughed up an eye watering £200 for literally an A4 sheet of paper with all my vehicles details on it and Emailed it to TFL who in due course agreed the vehicle complied and is classed as an ‘Early adopter’
Now here’s the interesting thing,
MY car is classified as Euro 3, not Euro 4 which is what you would expect as it’s a car and not a motor cycle.
Also, a friend has a Peugeot 206 1.4 ( petrol) on a 54 plate & HIS car is compliant, it had the necessary proof of compliance on the V5 from new, but his car is ALSO Euro 3.
It sort of makes this categorisation for cars a nonsense.
How can a car be compliant on a motorbike classification?

425kg I recall was the weight a 3 wheeler changed from a motorcycle to a car although I am not sure if that was for licence or taxation purposes.
As for qty of whees around that weight, yes, you may find it is partialy a motorcycle .

I used to work for a company (Eminox) that retrofited busses and made them complient, so could by possible on cars but might be cost prohibitive
May need to be re registered which would or should show up on the camera as compliant.
If I were younger I would just investigate a little more and go out of my way to find the most obscure loophole I could just to make them work for the money.

My wife's car is a 02 Focus and it is ok for the ULEZ, you don't need to buy a £10,000 car to beat this, hope this info might be a help to someone, don't just think "I'll have to just pay it" 5 days a week 48 weeks a year (you should get 4 weeks holiday) is £6,600 a year, you might as well by a car that complies, that way you get a newer car and they don't get your money, remember an 02 03 Focus would be around £1,500 better than £6,600.

You need discount £10 for electric car driving in central London. Next 2023 M25 expansion have to pay £5.50 days petrol and diesel. It doesn't matter how the newish car and oldest cars they want you to switch electric vehicle it getting very complicated for drive license, there's no way betting ulow emission zone . All all makes me sick lm in London I pay parking charges and you got drivers coming in the weekends parking for free and I cannot park my car . I have to run around looking to park

i agree with him there is pollution in London you don’t need a big 4 x 4 car to drive in london or any other parts of major cities a small electric car is enough for anyone unless you a trades man doing jobs for example carrying tools and so on which i think they shouldn’t pay Ultra Low Emission Zone tax and the same for commercial vehicles like lorries and buses but the normal person don’t need big cars . whats the point of driving a big 4 x 4 they off road cars they designed for off road driving not driving down a street in London at 20mph in traffic
My car is 2012 car. Also had a new engine few years back and the car is super good for fuel consumption.
It’s painful to sell the car for peanuts.
