Hi , there's also the fact. The EUSSR have no jurisdiction to force anyone in England, to follow any of their bs order's. England never Lawfully joined the EUSSR. It did though leave under EnglishLaw. Though, at the will of the liar's in government here, in league with the EUSSR claiming we did not leave . They Lie and say we never left the EUSSR. Watching this with interest. My 05/08/2011 build Mercedes E220 CDI has a COC states Nitrogen figure of 148.50 mg/km which equates to 0.1485 g/km. This mesns it would not be eligible for exemption application. I am not a ULEZ or zone guru and this is my 1st (& possibly last) diesel car... As touched on in comments...I alsk believe Euro 6 cars have AdBlue additive tanks. Mine does not have same. I genuinely like & enjoy my car for what it is...however if I replace it then I may go back to Euro 4 petrol (or one potentially exempt by COC & Nox level) Incidentally I am aware of alleged emissions discrepancies subject of group legal actions....albeit not relevant here. Recently, I had to drive into central London. Normally, I would have used my wife's 2011 BMW 320d, nice efficient car. Instead, thanks to ULEZ, I used my 2002 Lexus LS430, a V8 gus guzzler, which is exempt. Feeling good saving the planet😁

I check out how many people died from pollution in London in recent years. this is what I found. "There was 1 death registered in London in the period 2001 to 2021 which had exposure to air pollution recorded on the death certificate in either part 1 or part 2 of the death certificate. This death was attributed to environmental air pollution, however, we are unable to determine whether this involved car emissions"
He's quoting Sadiq Khants figures which are bullshit. An independent report, ignored by Khant, backed up your research data but this channel is ignoring it too. The new ULEZ will have negligible affect on cleaning the environment.
That was a famous test case, the little girl involved was literally the first to have such a recording by the coroner so it’s unsurprising that there is only one. That doesn’t invalidate the peer reviewed studies that show the probable cause behind the quoted numbers.
This loophole may work for a bit, but Khan's final plan is to charge by the mile so no matter what car you are driving, you are going to pay, this ULEZ is really a foreplay for what's to come.

Yep 1 death where pollution was found to have contributed, however it stated this cannot be completely attributed to vehicles. And seeing as vehicles make up prob 12% of londons pollution there are many other factors. Plus the child had a number of health conditions.

There is a big issue here, as soon as one single person proves a car to be exempt, the ULEZ database should automatically allow the same for all models of that year, why should umteen people have to pay money and go through this hassle when it is the authority behind ULEZ that has got it wrong/ and fails to update its records? The system should be changed, once you prove them wrong, the ULEZ authority should have to pay you back for incurred cost and time as it is their error.

Sadiq Khan’s, to reduce toxic air by expanding the ULEZ to greater London will not work. He doesn’t really care about toxic air quality and here is why: - He has already made the toxic air far worse since he has introduced the LTN’s which have increased the toxic air on the main roads because we are forced to use them as there are no other alternatives, especially during rush hour. The roads are now grid locked with traffic moving at walking pace and the fumes are getting denser and not dispersing. LTN’s need to be reopened as it is causing more damage than good. Among all this, the mileage in vehicles has also increased due to the fact that we are forced to go the long way round to get to the required destination - all accumulating to even more emission being emitted! Bravo Sadiq & team. - The health for pedestrians and children as they walk along these main routes to get to stations, schools, shops is deteriorating. Even the drivers inhale more fumes when we are stuck in stationary traffic. This is really aggravating and makes no sense! - Cycle Lanes: Should not be taking up an extra lane of the roads, large pavements could be divided into two for cyclists. - The introductions of 20MPH roads are also a problem because emission fumes don’t disperse quickly and the air is getting even more polluted because of the need to drive in lower gears. Sadiq’s statement: “It is to reduce toxic air pollution” is clearly not accurate and is making matters worse. The situation is getting extremely out of hand and something needs to be done to stop him from ruining our climate even more. It's not about reducing toxic air though, it's about making money. The motorist has always been an easy target but since they switched control of minor offences from the police to the council they have milked it for all it is worth. It's like fitting DPFs on diesel cars. Millions of motorists around the world are now having to take their cars on regular runs to keep the DPF clear, otherwise they clog up. Increasing the amount of mileage people do isn't going to do anything good, but it's got nothing to do with that anyway.

Your figures are wrong on the deaths, there has been ONE recorded death on a certificate that the causation was from a definite source, which was vehicle pollution. This was from a young asthmatic girl
I think most of the unclean air / particulates, come from aircraft / helicopters and not from cars. Do the authorities plan to fine them ? I think not. This is just a method of transferring money from the poor to the rich. Why don't they charge people on the number of flights they make ?
Thanks for a useful video. This may provide a small stay of execution for some, but it won't be long before the exemption bar is raised. Eventually the cameras will be switched over to charge drivers of ALL cars (including electric) by the mile. At that point the argument will conveniently switch from air-pollution to congestion. Or there will be evidence that even zero emission cars still produce particles from their brake dust, and from tyre wear.

There is a very REAL loophole that one Londoner is using and its funny, he has a 2002 car that's obviously not compliant but he can't afford to replace it and it runs ok and has passed its MOT's with no problem. He decided the ONLY way he can get out of paying the ULEZ charges is to fill out the cars V5 and register the registered keeper as Sadiq Khan at Transport for London so in effect giving them the responsibility of being the keeper of his vehicle BUT he still owns the car. He can tax, mot and take out insurance on the vehicle and drive it but any ULEZ charges will be sent to the registered keeper, namely Mr Khan. The best thing is for Londoners en masse need to re-register their cars as Khan and Transport for London being the new registered keepers, doing that the ULEZ will be destroyed from working and a failure.
No one is charging for brake disk wear... And as for EVs, the VED exemption was always going to be temporary. Frankly per-mile taxation makes the most sense anyway. Gather the odometer data at MOT time, issue an annual tax bill and give a year to settle it before the next MOT.

But taxing brake disk and tyre wear would just effectively be an additional purchase tax on buying new brake disks and tyres, which would undoubtedly lead to people putting off replacing worn brakes, pads and tyres, leading to safety issues.

I've had lengthy exchanges with a Caz zone regarding my van it's a ex Stockport low emission lpg vehicle mine was the first batch which was leased to fleet management companies and councils on a trial . These vehicles proved very successful and after a year they went into full production these vehicles are fully exempt and at the time of mine registration euro category didn't exist . The vehicle didn't change specifications remained exactly the same but mine was classed as a dirty high polluting vehicle . Ford did a car version with seats and windows in the back fitted with one of fords most polluting diesel engines and because it PLG car it's exempt my van version with windows rear glass and ford factory fitted LPG Low emission vehicle is chargeable . It's a scam
Went into Bristol with a none compliant vehicle. Had to drive further and stuck in back streets in traffic jams to avoid the centre. So Yes it's working well there to avoid emissions in the town centre. I suspect the council's plan will be to expand the plan further out to counter this. Rather than see how much of an inconvenience to locals and traders.
A friend of mine bought 3 Mercedes vans for his company, as he’s got a removal business. The vans are the same year, make, & model, two of them are exempt and 1 is not, he rang DVLA to ask why, and they said they are investigating the reason and will get back 🤔🤔🤔. Also I’ve found out I have to pay for my certificate of conformity from General Motors Euro as I drive an import, with VERY LOW emissions, stated on my MOT records. This is all a rip off.
I know your channel is primarily concerned with retro/classic and 90s shod _wot will won dey be retroh_, but the biggest thing I haven't seen in the entire CAZ "_debate_" has been discussions on how many, or rather how few, vehicles will be affected, even in a propper Class D zone like the ULEZ where private vehicles aren't excused. Gov.uk publishes vehicle registion data, and my back of the napkin spread-sheeting from the 2021 data suggests: 50% of diesels are newer than Euro6 (~6.0m) 91% of petrols are newer than Euro4 (~17.3m) Not too surprising as there's a decade between the standards. Together that's ~23.3m compliant vehicles, ~72% of cars on the road as of 2021. What's most interesting is that the percentage attrition rate seems basically linear across the first 15 years of a modern vehicle. Total cars has grown by about 10% (3m) since 2004, but was basically flat from 2018, and yet the percentage change of cars by age in 2021 is linear right up until they're 15-ish years old, suggesting that really most cars are lost to accidents and writeoffs and then the final few get run until they can't run no more (or turned into future-classics for 'all). With that typical attrition rate, the modern non-pliant petrols would probably have dies off soon anyway down to the roughly 3% floor of "classics" that seems pretty linear from 2001 and older. But I suspect we'll see a massive drop in the non-compliant diesels, far faster than the "organic" rate in the 2021 data. Anyway I should sleep...

Even the mayors own study showed the ULEZ zone expansion would bring only 'minimal' benefit, that's why he refused to release the data. It found that most 'particulate matter' was made up of brake dust and particles of rubber tyres shed through wear. only about 15% of the particulate matter was from engine emissions. EV's use brakes, and they also use rubber tyres. They can wear tyres quicker due to the extra weight of the batteries etc. So switching to EV's won't help. But this isn't about 'health' or the 'Environment' or even 'green energy', it's about increasing govt control of people's lives. Believe me, it won't stop here, and just because your car is exempt today, doesn't mean they won't keep moving the goals posts once ULEZ is established. Meanwhile of course, Sadiq drives around in an armour plated Range Rover....
So if it's about health then all the proceeds and fine money goes to research and treatment of those unknown people that MAY be effected? No, thought not.

I've seen loads of people misunderstanding the MOT emmisions tests, and particularly misunderstanding that the MOT does *measure* NOx emmisions, but actually has no pass-fail criteria for it. The only pass-fail emissions tests in the MOT are for carbon-monoxide and uncombusted hydrocarbons. Presumably the government do use the NOx emissions data for something, and hopefully one day there will be pass-fail criteria for NOx or at least a rating scheme for vehicles as they age (because frankly any 9 year old Euro6 diesel is going to be dirtier than when it was new).
If it's done by camera check and NOT in person. Just block your plate and keep on driving. The speed cameras here in Cleveland are (mostly gone) now. There's always a way around things like this 😂...

What a lot of BS 9500 dead due to bad air...yoy get polution from tyres and tarmac and benzol which is emited by evry car burning on petrol.The few hundred of old cars left on the roads dont make a sligtest difference.
Believe it or not they can actually test for that and the origin of the particulates by the material in them... And yes, brakes, tyres and road surface wear do all contribute. Tyre companies are developing new materials, EVs use their brake disks significantly less, particularly in slow urban driving, and the point is to reduce the levels as much as possible. And then there's the question of PM.25 and PM1 being far more harmful as they can cross the blood brain barrier. And also ignoring NOx which is purely from combustion.
No one should be looking for exemptions. It's about tax. Why would you have a clean air program that allows a dirty car to drive if you have the money to pay. It's like saying that you can smoke in a pub if you're rich enough. Wake up and don't comply with this sham. It's only a pre curser to road charging by the mile. 🤷♂️

Try it in Scotland, there are five cities where it's an instant fine zone (IFZ). No charges, no permits. If the idea was thought through like the French have done we would be ok but not on this small insignificant isle where common sense has been eroded from the minds of people who think they are in charge. I've been locked in a war of words with GLC over their refusal to not exempt my car which is prob one of the most fuel efficient cars out there... 70-80mpg Reliant Robin gets stuffed for the same amount as a modern normal car yet is half the size, a fraction of the pollution but GLC are so up their own arses its a tragedy. Same as my poor mate who lives in Deptford, 120mpg Vespa, he's cornholed every way by stupid rules as there is NO exemption for classic vehicles whilst heavy polluters seem to get a free pass :(

If you've ever tried not paying for council tax, you'll know that you get one warning letter and the next correspondence is a court summons. Whether you eventually pay the bill plus court costs, or not, the fact remains that you now have a CCJ against your name (and address!) for the forseeable future which is never a good thing. There is not a darned thing you can do about it. You can go to court and make any argument you like, but you will not win, unless there are some seriously significant extenuating circumstances.

If you go back in time all petrol contained lead. No one complained about thousands dying from lead poisoning. Unleaded petrol was introduced and all was fine! Then catalytic converter exhausts etc, I even remember a car claiming that the exhaust fumes were cleaner than the air entering the engine! The main problem is diesel, it was always a problem. Particularly with buses and lorries. Old London buses were infamous for the exhaust clouds as they were often pressed into service with defective engines. The MOT emissions test is sufficient for UK and nothing needs to be done in particular for London. However the MOT system in UK is still very suspicious and you can get a bent MOT if you know where to go. Random checks on cars would be a good means for control. The monitoring of vehicles in UK is rubbish. Go to Spain and you will find police checks on a regular basis, even exhaust emissions and exhaust deciBels! Now that would be good for central London supercars!
The cost of relatively mundane classic cars is one of the major factors that should encourage the young to get into them, for these reasons, No MOT, No road tax, Cheap Classic car insurance, easy to fix with out computers or electronics!
Refuse to pay when you receive your fine. Go so far as to refuse to pay until they take you to court, then request trial by jury as is your rite. Any jury will find you not guilty as they will be on your side since they are suffering the same as you. It will only take one such case to bring down the whole ULEZ scheme.
I just went out and bought a far bigger more powerful petrol v8 version of the same Merc CLS. Now in super huge petrol gas guzzler engine form, I more then double my emissions v my Diesel and then I modified it to be an absolute monster at 450bhp, it's more that double the power, half the mpg , it accelerates like a race car and is much worse for the environment yetULEZ exempt. I gotta say the mayor Is a genius he has developed a green eco policy that incentivized Me to be less green and I'm exempt and smiling every time I fire the insane engine up

There is a loophole in Glasgow LEZ that the SNP have found out to their cost because they are numpties which went live on 1st June because they have only one brain cell between them, they can't charge people with foreign plates because they have no access to ANY European databases OR even a car registered in Northern Ireland (its classed as in the EU) so any of this you are preaching is pointless as they will ONLY have access to the database at Swansea. All you have to do is get the ferry from Stranraer to Larne, find a second hand car dealer and buy a cheap old car and bring it back to the UK and drive down to London and use that around London and they can't touch you as they won't be able to trace who its registered to, simple solution that was pointed out by another Scottish UA-camr who is in the know and was given the evidence by an insider in the SNP.
Do your homework on the supposed deaths in London due to air pollution from cars/vehicle emissions. Mayor Khan paid for out of ULEZ funds this “study” you mention. It is not an independent report. Also people die from many underlying chronic illnesses and may have had some negative effect from air pollution, but have not died solely from vehicle emissions/pollution. Any doctor or scientist will tell you that it is impossible to determine what pollution caused any increase of death. Airplane/ jet emissions cause much more pollution than thousands of cars etc. My point being that no scientist worth his or her salt would make such claims that you have quoted.
the tax is charged on old cars from August 2023, I have 1 Passat b5 1.8 turbo petrol, the car year is 2002, it is fuel free, I don't have to pay the tax on my car only in the center of London if I drive the car there, my question is if you have to pay charge throughout London
People who say just don’t pay are not considering the increase in fines for non payment and the resulting inevitable debt collection + their fees, which will lead to cars and property being confiscated to pay the debt and credit scores being obliterated. It’s not about going to prison, it’s about ruining people’s lives who refuse to conform.
There is an easy fix here folks. If you do not live in a ULEZ area, don't visit one, don't spend your money there etc. I shall not be visiting London again, clearly the GLA do not want me to visit as they are introducing a deterrent to me to do so, so I won't.

Thanks for your help. I have a 1999 Jaguar S type 4.0. It's nox is listed as 0.3g/km. I also have a Nissan X trail 2.5 petrol 2003. Nox is 0.21g/km. Putting the argument to bed with knowledge is very empowering. As my Nissan can do a 80 mile trip with four people in once a week to equal the amount of CO2 the occupants gave out in that time it's all a bit crumbly on the science argument. Telling 9.7 million people they each breathe 1 kg of CO2 in 24 hrs for London doesn't seem to matter.
My Sprinter is Euro 6 and exempt from most Charges, however BRISTOL states it is NOT COMPLIANT, it is the only one in the country so why do they not allow it?

I have no experience if "early adopters" exist regarding Diesel car emissions. EURO6 was a significant jump forward from EURO5 with many cars utilising AdBlue technology.

My 05/08/2011 build Mercedes E220 CDI has a COC states Nitrogen figure of 148.50 mg/km which equates to 0.1485 g/km. This mesns it would not be eligible for exemption application.
I am not a ULEZ or zone guru and this is my 1st (& possibly last) diesel car...
As touched on in comments...I alsk believe Euro 6 cars have AdBlue additive tanks. Mine does not have same.
I genuinely like & enjoy my car for what it is...however if I replace it then I may go back to Euro 4 petrol (or one potentially exempt by COC & Nox level)

That was a famous test case, the little girl involved was literally the first to have such a recording by the coroner so it’s unsurprising that there is only one. That doesn’t invalidate the peer reviewed studies that show the probable cause behind the quoted numbers.

There is a big issue here, as soon as one single person proves a car to be exempt, the ULEZ database should automatically allow the same for all models of that year, why should umteen people have to pay money and go through this hassle when it is the authority behind ULEZ that has got it wrong/ and fails to update its records? The system should be changed, once you prove them wrong, the ULEZ authority should have to pay you back for incurred cost and time as it is their error.

Sadiq Khan’s, to reduce toxic air by expanding the ULEZ to greater London will not work.
He doesn’t really care about toxic air quality and here is why:
- He has already made the toxic air far worse since he has introduced the LTN’s which have increased the toxic air on the main roads because we are forced to use them as there are no other alternatives, especially during rush hour. The roads are now grid locked with traffic moving at walking pace and the fumes are getting denser and not dispersing. LTN’s need to be reopened as it is causing more damage than good.
Among all this, the mileage in vehicles has also increased due to the fact that we are forced to go the long way round to get to the required destination - all accumulating to even more emission being emitted! Bravo Sadiq & team.
- The health for pedestrians and children as they walk along these main routes to get to stations, schools, shops is deteriorating. Even the drivers inhale more fumes when we are stuck in stationary traffic. This is really aggravating and makes no sense!
- Cycle Lanes: Should not be taking up an extra lane of the roads, large pavements could be divided into two for cyclists.
- The introductions of 20MPH roads are also a problem because emission fumes don’t disperse quickly and the air is getting even more polluted because of the need to drive in lower gears.
Sadiq’s statement: “It is to reduce toxic air pollution” is clearly not accurate and is making matters worse. The situation is getting extremely out of hand and something needs to be done to stop him from ruining our climate even more. He should resign and Londoners should vote for someone who will make London a greater and more desirable place to live in. There needs to be a more logical and strategic plan that is well thought.

It's not about reducing toxic air though, it's about making money. The motorist has always been an easy target but since they switched control of minor offences from the police to the council they have milked it for all it is worth.
It's like fitting DPFs on diesel cars. Millions of motorists around the world are now having to take their cars on regular runs to keep the DPF clear, otherwise they clog up. Increasing the amount of mileage people do isn't going to do anything good, but it's got nothing to do with that anyway.

There is a very REAL loophole that one Londoner is using and its funny, he has a 2002 car that's obviously not compliant but he can't afford to replace it and it runs ok and has passed its MOT's with no problem. He decided the ONLY way he can get out of paying the ULEZ charges is to fill out the cars V5 and register the registered keeper as Sadiq Khan at Transport for London so in effect giving them the responsibility of being the keeper of his vehicle BUT he still owns the car. He can tax, mot and take out insurance on the vehicle and drive it but any ULEZ charges will be sent to the registered keeper, namely Mr Khan. The best thing is for Londoners en masse need to re-register their cars as Khan and Transport for London being the new registered keepers, doing that the ULEZ will be destroyed from working and a failure.

But taxing brake disk and tyre wear would just effectively be an additional purchase tax on buying new brake disks and tyres, which would undoubtedly lead to people putting off replacing worn brakes, pads and tyres, leading to safety issues.

I've had lengthy exchanges with a Caz zone regarding my van it's a ex Stockport low emission lpg vehicle mine was the first batch which was leased to fleet management companies and councils on a trial . These vehicles proved very successful and after a year they went into full production these vehicles are fully exempt and at the time of mine registration euro category didn't exist . The vehicle didn't change specifications remained exactly the same but mine was classed as a dirty high polluting vehicle . Ford did a car version with seats and windows in the back fitted with one of fords most polluting diesel engines and because it PLG car it's exempt my van version with windows rear glass and ford factory fitted LPG Low emission vehicle is chargeable . It's a scam
Went into Bristol with a none compliant vehicle. Had to drive further and stuck in back streets in traffic jams to avoid the centre. So Yes it's working well there to avoid emissions in the town centre. I suspect the council's plan will be to expand the plan further out to counter this. Rather than see how much of an inconvenience to locals and traders.

A friend of mine bought 3 Mercedes vans for his company, as he’s got a removal business. The vans are the same year, make, & model, two of them are exempt and 1 is not, he rang DVLA to ask why, and they said they are investigating the reason and will get back 🤔🤔🤔. Also I’ve found out I have to pay for my certificate of conformity from General Motors Euro as I drive an import, with VERY LOW emissions, stated on my MOT records. This is all a rip off.

I know your channel is primarily concerned with retro/classic and 90s shod _wot will won dey be retroh_, but the biggest thing I haven't seen in the entire CAZ "_debate_" has been discussions on how many, or rather how few, vehicles will be affected, even in a propper Class D zone like the ULEZ where private vehicles aren't excused.
Gov.uk publishes vehicle registion data, and my back of the napkin spread-sheeting from the 2021 data suggests:
50% of diesels are newer than Euro6 (~6.0m)
91% of petrols are newer than Euro4 (~17.3m)
Not too surprising as there's a decade between the standards.
Together that's ~23.3m compliant vehicles, ~72% of cars on the road as of 2021.
What's most interesting is that the percentage attrition rate seems basically linear across the first 15 years of a modern vehicle. Total cars has grown by about 10% (3m) since 2004, but was basically flat from 2018, and yet the percentage change of cars by age in 2021 is linear right up until they're 15-ish years old, suggesting that really most cars are lost to accidents and writeoffs and then the final few get run until they can't run no more (or turned into future-classics for 'all).
With that typical attrition rate, the modern non-pliant petrols would probably have dies off soon anyway down to the roughly 3% floor of "classics" that seems pretty linear from 2001 and older. But I suspect we'll see a massive drop in the non-compliant diesels, far faster than the "organic" rate in the 2021 data.

Even the mayors own study showed the ULEZ zone expansion would bring only 'minimal' benefit, that's why he refused to release the data. It found that most 'particulate matter' was made up of brake dust and particles of rubber tyres shed through wear. only about 15% of the particulate matter was from engine emissions. EV's use brakes, and they also use rubber tyres. They can wear tyres quicker due to the extra weight of the batteries etc. So switching to EV's won't help. But this isn't about 'health' or the 'Environment' or even 'green energy', it's about increasing govt control of people's lives. Believe me, it won't stop here, and just because your car is exempt today, doesn't mean they won't keep moving the goals posts once ULEZ is established. Meanwhile of course, Sadiq drives around in an armour plated Range Rover....

I've seen loads of people misunderstanding the MOT emmisions tests, and particularly misunderstanding that the MOT does *measure* NOx emmisions, but actually has no pass-fail criteria for it.
The only pass-fail emissions tests in the MOT are for carbon-monoxide and uncombusted hydrocarbons.
Presumably the government do use the NOx emissions data for something, and hopefully one day there will be pass-fail criteria for NOx or at least a rating scheme for vehicles as they age (because frankly any 9 year old Euro6 diesel is going to be dirtier than when it was new).
Just don’t pay . Legislation isn’t law.

Are vehicles registered as disabled exempt ,they do not pay road tax . But could be an older car such as a Berlingo which is wheel chair accessible.

The data is not exactly scientifically correct as it did not take into account people's previous health conditions or where they previously lived in the world, its completely flawed.
What a lot of BS 9500 dead due to bad air...yoy get polution from tyres and tarmac and benzol which is emited by evry car burning on petrol.The few hundred of old cars left on the roads dont make a sligtest difference.
Believe it or not they can actually test for that and the origin of the particulates by the material in them...
And yes, brakes, tyres and road surface wear do all contribute. Tyre companies are developing new materials, EVs use their brake disks significantly less, particularly in slow urban driving, and the point is to reduce the levels as much as possible.
And then there's the question of PM.25 and PM1 being far more harmful as they can cross the blood brain barrier.
And also ignoring NOx which is purely from combustion.
No one should be looking for exemptions. It's about tax. Why would you have a clean air program that allows a dirty car to drive if you have the money to pay. It's like saying that you can smoke in a pub if you're rich enough. Wake up and don't comply with this sham. It's only a pre curser to road charging by the mile. 🤷♂️
You’ve shown the min NOx level for earlier Euro 4 Petrol cars, what’s the level required for a diesel cars of 2011 with present NOx 0.099? Will this fall under the current exemption?

Plus you're paying road fund licence, plus 81% tax on fuel, plus insurance, plus MOT charge, plus VAT on parts and servicing etc.,candidates soon a mileage charge.

I've been locked in a war of words with GLC over their refusal to not exempt my car which is prob one of the most fuel efficient cars out there... 70-80mpg Reliant Robin gets stuffed for the same amount as a modern normal car yet is half the size, a fraction of the pollution but GLC are so up their own arses its a tragedy. Same as my poor mate who lives in Deptford, 120mpg Vespa, he's cornholed every way by stupid rules as there is NO exemption for classic vehicles whilst heavy polluters seem to get a free pass :(
Governments only job is to protect your rights, not decide your rights. If you receive a fine refuse to pay. When government is not governing with consent they have lost the authority to govern (decades ago).

If you've ever tried not paying for council tax, you'll know that you get one warning letter and the next correspondence is a court summons. Whether you eventually pay the bill plus court costs, or not, the fact remains that you now have a CCJ against your name (and address!) for the forseeable future which is never a good thing. There is not a darned thing you can do about it. You can go to court and make any argument you like, but you will not win, unless there are some seriously significant extenuating circumstances.

I look forwards to it! I did a piece on stage at the British Motor Show with Tim and Fuzz on ULEZ, and the con it is. Whilst referencing the difference in unburned hydrocarbons between petrol and diesel, along with Sulphur emissions. Has we have not change to diesel purchased in the noughties, It can well be argued that had we stuck with petrol , air quality would be better and ULEZ would not be needed.
If you go back in time all petrol contained lead. No one complained about thousands dying from lead poisoning. Unleaded petrol was introduced and all was fine! Then catalytic converter exhausts etc, I even remember a car claiming that the exhaust fumes were cleaner than the air entering the engine! The main problem is diesel, it was always a problem. Particularly with buses and lorries. Old London buses were infamous for the exhaust clouds as they were often pressed into service with defective engines. The MOT emissions test is sufficient for UK and nothing needs to be done in particular for London. However the MOT system in UK is still very suspicious and you can get a bent MOT if you know where to go. Random checks on cars would be a good means for control. The monitoring of vehicles in UK is rubbish. Go to Spain and you will find police checks on a regular basis, even exhaust emissions and exhaust deciBels! Now that would be good for central London supercars!
The cost of relatively mundane classic cars is one of the major factors that should encourage the young to get into them, for these reasons, No MOT, No road tax, Cheap Classic car insurance, easy to fix with out computers or electronics!
Refuse to pay when you receive your fine. Go so far as to refuse to pay until they take you to court, then request trial by jury as is your rite. Any jury will find you not guilty as they will be on your side since they are suffering the same as you. It will only take one such case to bring down the whole ULEZ scheme.
I just went out and bought a far bigger more powerful petrol v8 version of the same Merc CLS. Now in super huge petrol gas guzzler engine form, I more then double my emissions v my Diesel and then I modified it to be an absolute monster at 450bhp, it's more that double the power, half the mpg , it accelerates like a race car and is much worse for the environment yetULEZ exempt. I gotta say the mayor Is a genius he has developed a green eco policy that incentivized Me to be less green and I'm exempt and smiling every time I fire the insane engine up
War on motorists! They're introducing a 'blanket' 20mph limit in Wales,and talk of reducing motorway speeds to 50? The cost of Changing road signs to 20 is approx £35m !! Yet our roads are in a terrible state, hardly any repairs being done? 😠

There is a loophole in Glasgow LEZ that the SNP have found out to their cost because they are numpties which went live on 1st June because they have only one brain cell between them, they can't charge people with foreign plates because they have no access to ANY European databases OR even a car registered in Northern Ireland (its classed as in the EU) so any of this you are preaching is pointless as they will ONLY have access to the database at Swansea.
All you have to do is get the ferry from Stranraer to Larne, find a second hand car dealer and buy a cheap old car and bring it back to the UK and drive down to London and use that around London and they can't touch you as they won't be able to trace who its registered to, simple solution that was pointed out by another Scottish UA-camr who is in the know and was given the evidence by an insider in the SNP.
Do your homework on the supposed deaths in London due to air pollution from cars/vehicle emissions. Mayor Khan paid for out of ULEZ funds this “study” you mention. It is not an independent report. Also people die from many underlying chronic illnesses and may have had some negative effect from air pollution, but have not died solely from vehicle emissions/pollution. Any doctor or scientist will tell you that it is impossible to determine what pollution caused any increase of death. Airplane/ jet emissions cause much more pollution than thousands of cars etc. My point being that no scientist worth his or her salt would make such claims that you have quoted.
the tax is charged on old cars from August 2023, I have 1 Passat b5 1.8 turbo petrol, the car year is 2002, it is fuel free, I don't have to pay the tax on my car only in the center of London if I drive the car there, my question is if you have to pay charge throughout London
People who say just don’t pay are not considering the increase in fines for non payment and the resulting inevitable debt collection + their fees, which will lead to cars and property being confiscated to pay the debt and credit scores being obliterated. It’s not about going to prison, it’s about ruining people’s lives who refuse to conform.
There is an easy fix here folks. If you do not live in a ULEZ area, don't visit one, don't spend your money there etc. I shall not be visiting London again, clearly the GLA do not want me to visit as they are introducing a deterrent to me to do so, so I won't.
So how does money make the air cleaner again?

It's nox is listed as 0.3g/km.
I also have a Nissan X trail 2.5 petrol 2003. Nox is 0.21g/km.
Putting the argument to bed with knowledge is very empowering.
As my Nissan can do a 80 mile trip with four people in once a week to equal the amount of CO2 the occupants gave out in that time it's all a bit crumbly on the science argument.
Telling 9.7 million people they each breathe 1 kg of CO2 in 24 hrs for London doesn't seem to matter.
My Sprinter is Euro 6 and exempt from most Charges, however BRISTOL states it is NOT COMPLIANT, it is the only one in the country so why do they not allow it?

my diesel car i use vegetable oil,petrol cars can run of gas i have converted many petrol car to gas ,still do,the only reason for this war on diesel cars is because we can make our own fuel for them pfft its a joke

Can you explain how a council can override the LEGAL requirements for vehicle nationwide. The law is the law and local councils seem to assume they overrule the government.
Tried for an hour to register on sheffield lez site as im a small business...no joy ..so had to pay £10 to go to a hospital appointment ..and pay to park ....
The number of people that died due to bad air in london was brought up in the house of commons and it was ONE, slightly less than 9500!
over 15 years old is Classic.... and over 40 years old is Historic....and that's how insurers work things out as well
