The line is part of the penalty area

For a red staked area, yes.
Is there a stroke penalty for hitting into a penalty area in addition to any relief penalty?
You may play the ball as it lies, if possible, within the penalty area without any penalty..if you want to take relief it will be 1 penalty stroke

@@8SheldonS8 there is no initial penalty..if you can “play it as it lies” in the penalty area there is no penalty. Only penalty is when you wish to take relief

Not anymore. That rule was deleted several years ago.
As of Jan 1 2020 dropping on the other side is not an option. Rules changes made to speed up play. That is when the hazards were renamed penalty areas
Can't you also go back as far as you want on the line of flight into the hazard and drop?

You can ground your club in a penalty area. Rule was changed, I believe in 2019.

IMO, any ball that goes in the water you should not be able to place it in the fairway, should be secondary Grass, the PGA, and LPGA players get more relief than they should when millions are on the line.
