The 2' deoxy (dNTPs) cannot participate in such interactions at the RNA polymerase activity center. On the other hand, DNA polymerase looks for the absence of 2' OH in the ribose dugar (dNTPs are 2' deoxy) - this discrimination is mediated by steric hinderance, because rNTPs take more space in the activity center of the DNA polymerase.
