I think the offenders should have to pay for the cost of the pursuit as part of their punishment, 3 months wouldn't cover the cost of the helicopter alone.
The police and courts only follow up on any fines or compensation orders if the victim is wealthy and has connections to the local authority, police or judicial system, and sentences will also be longer in those cases.
It doesn't matter what country your are from, the penalties for something as dangerous and stupid as a car chase, are no severe enough. Put them in a hotel for 3 months and feed them 3 meals a day with free medical treatment, something they don't get on the outside.

It wasn’t 3 months it was 2 years .the cars what got damaged got payed for out of the drivers pocket once he was released from prison .he was a young man who walked the wrong path back in 2006 after that prison sentence he turned his life around .he met a nice women settled down and had 2 sons who are clever well behaved kids .I know all this because it was ME and not a day goes by where I don’t have regret for wasting my youth
The film producers should work with a dedicated police unit to quantify the damage. The massage must be communicated to the public. We need to know how much did each criminal is costing the tax payer for each crime and in total. Only then we will get to know the true cost to society. Do not just calculate the cost of custody.
