Always fun to watch Quill play this game because he plays in pretty much the opposite style (Violence) as me and, consequently, gets much farther than I ever do.
Instead of chasing fleets, it might have been wiser to occupy the other 2 "empires" in the South, because they're also belliterants and count towards occupation percentage. Plus, their starbases are a constant source of new, tiny fleets. Secrets of retreating fleets. Well, when a fleet has to retreat from combat and all own starbases are occupied by enemies (not including allies!), it will retreat to the homeworld system. So if they had a strong starbase there, that fleet might just suicide. Especially later, with FTL inhibitors online.

I think they did a total surrender. Normal peace offers are for part of what you want or status quo sort of thing, so you get to approve or reject, but here there wasn't anything to negotiate over so it auto-passes.
If you see an enemy fleet coming for your undefended army you can land them on a planet.
