What do you mean we didn't get to see something like it in Legends Arceus? In the opening scene of the game, the light that coalesced to form Arceus was pretty similar to Beta Arceus. It's implied that that is its true form and that all that exists is located within it. The one we fight in the Hall of Origin is an avatar that it creates in order to interact with the physical world. It's also implied that the Player was pulled from within Arceus because it wanted to interact with the Player face to face. It then reabsorbed the Player back into itself and placed them in a different time and space.
Honestly it would make sense that the Arceus that we see in main game is simply the form he takes to visit the mortal world. It's the same reason angels are depicted as humans with wings instead of perpetually rotating wheels of fire and eyeballs. His true form is quite literally too divine for the mortal eyes to comprehend.

This could be though as a GIANT. Like the twinkle next to beta arceus's head is actually a galaxy and we are seeing it from very far away while mew is pretty close to us. Or it could be thought as one of the real arceus's 1000 arms, this being the 2nd arm we have seen while the normal arceus is first
I really hope we see Beta Arceus in some form one day. It feels like a lovecraftian deity. Something beyond human understanding. I love Arceus as it is, but I would love to see this model used at some point, whether it’s related to Arceus or not.
