Doesn't setting refreshrate to 60hz disable VRR/Low frame rate compensation?

I apologize. I removed my previous post realizing moments later my post didn’t fully answer your question. This is a very good question indeed. The initial intent was for me to clarify in my video that the frame rate target set for AMD Radeon chill is below the supported VRR range, 40hz to 120hz, for refresh rate on the display and, therefore, AMD FreeSync is not leveraged. Your question prompted me to research further into this topic. The 30 to 40 frame rate range is below the supported VRR range as I mention. With a VRR display, particularly a Free Sync display, Low Frame Rate Compensation (LFC) will engage -allowing AMD FreeSybc to work when the frame rate is below the VRR range - and double the frame rate so to create smoothness in the picture, which would create an 80hz experience. What I’m not able to answer for you is specifically if the frame rate is doubling within this 30 to 40 frame range on the display that is set to 60hz (preventing theoretically 80hz at 40fps; however could support 60hz at 30 fps if the doubling of the frames did occur). I have read that VRR can operate on displays with 60hz since the VRR range does extend therefore down to 48hz so games within this range can benefit - some at least - but I am not able to definitively confirm myself on this. My point intended to be made in the video tho is that I’m not attempting to leverage AMD FreeSync with the settings despite it left at default what it was/is in AMD Adrenalin.

If you use CRU, you can manually set the supported VRR/Freesync range to as low as 1FPS... though practically speaking that makes no sense, so I'd probably recommend something like 25hz-119hz
