Jean Valjean is the protagonist of Les Miserables and a symbol to rebels of aristocracy everywhere. He refused to kneel to the unjust laws of his country and the system that turned him into a criminal in the first place.
Why is a prisoner a cop’s persona? Valjean survived Les Miserables because he never lost his way despite the world telling and urging him to be evil. Zenkichi finally remembered why he became a cop in the first place and will now never lose his way again, no matter what society tries to make him.
That and throughout the original novel, Valjean is constantly tested between doing the right thing and doing the legal thing. Shall he follow his parole and become hardened, or break it and become a better man? Shall he continue living as an affluent mayor in the town, or give himself up to let an innocent man go? Shall he be taken into custody or shall he flee to ensure the safety of the daughter of a random woman he had barely any relation with? Shall he flee to safety in England, or shall he fight at the barricades to save the life of his daughter's boyfriend? And so on and so forth. Plus, Valjean and the police officer Javert were both based on the same person when Victor Hugo wrote the original book. So it's not too strange to have someone like Valjean be an officer, the real life criminal Valjean was based on became one.
