Well we could say he’s basically a Shido on the good side. Remember how Shido’s shadow didn’t have special outfits like the other shadows in regular Persona 5? I’d like to think Toshiro that way for his awakening
I'd say its because Toshiro sees his suit as his symbol of rebellion. All the other Phantom Thieves' outfits are their personal image of what a rebel looks like. Since Toshiro was never predisposed to be a conventional warrior, rather he always saw himself as a statesman since from young. Therefore Toshiro sees his rightful battlefield to be the Diet Chamber, and that his politician's suit as his rebellion's outfit.
I will say that Erina being his persona was something I called almost immediately after I saw the dynamic between the two of them, and it still didn't take away from this moment at all. They pretty much always nail dope awakenings and how satisfying they are, even in the spinoffs.

Makoto for instances who was always told to act like the model student, restrained by the expectations of others. The fact that she looks like a biker/roadwarrior could be taken as her form of rebellion is being able to drive towards her own destiny (there are others who put it much better than I) My understanding is that Toshiro here desires to change the world, and being an adult with a more mature understanding of himself and the world, believes he can change the system that he is already apart of. Thus has no need to change his appearances as he already can change the world, rebel against the system as he is. Even if until that moment he felt powerless, it's as he says. The Rebellion is here. Compared to the adult character from Strikers Zenkichi, he was stuck, he didn't believe he could change the system as he was, couldn't archive the justice he sought for fear of losing the one thing he still cared about. He felt bound to the system, a cog of it. His persona and attire could reflect him breaking free of those chains, willing the become an outlaw/vigilante, to work outside of the law for the sake of justice.

That a Persona was essentially a tamed Shadow. 2 become one, becoming stronger in the other world. That's how the series has gone. And here we have someone waking up to their Persona fighting their Shadow?

This Shadow Self is a fake created by the true ruler of the kingdoms. It doesn't have yellow irises (instead sporting white ones) and is able to be killed without Toshiro undergoing a Mental Shutdown. It's likely that Erina is partially Toshiro's TRUE Shadow Self since he's been repressing his rebellious will for most of his life due to his father's emotional and physical abuse combined with the lynch mob of students who tried to take advantage of Nakabachi's exposed crimes to push their gripes onto him. As such, it's clear why "Shadow Toshiro" didn't transform into Ernesto.

Both of those types of Shadow Selves were created by the respective villains in their games, unlike the Shadow Selves seen in Persona 4 (Golden) and Persona 5 (Royal and Strikers). In essence, they're fake Shadow Selves.
This game surprised me with its story. Not as life changing as royals ending but this is a story about not giving into fear and never regretting standing up for your beliefs. Very much enjoyed Toshiro more than I thought I would.
Honestly, when I saw Toshiro's Shadow scene for the first time, I couldn't help but think that he was Nyarlahotep and the main antagonist of P5T. A manipulative and charismatic personality, similar methods of influencing enemies (reincarnation into other people and their Shadows, manipulation of reality, hitting characters’ pain points with words), an exorbitant ego and self-pleasure - this is very much in the spirit of Crowling Chaos. The voice acting only enhances the effect. McCloud Andrews is amazing as the voice of Shadow Toshiro, and if there is a remake of P2 one day (main insider Midori confirmed recently that the project already exists in Atlus), then this actor would be perfect for the role of Nyarlahotep.
Personally, though, it would be nice if Atlus at least gave Toshiro a Matador outfit or something. His summoning his persona Ernesto reminds me too much of Adachi.

To be fair, Persona are more or less a facet of the idea not the literal thing - since this is Persona and not SMT. It's not like Yusuke is a literal ninja thief for having Goemon.
@@tokie4199 Yusuke is more of a samurai when it comes to how he engages in combat and the air of chivalry he typically gives off (minus wanting Ann to be his model, and even then, he becomes much less forceful after he joins the Phantom Thieves). I'm also pretty sure that stealing things in the Metaverse is a lot different to doing so in the real world, so Liono using Yusuke as an example isn't as bad as you say it is.
My take on why his outfit doesn't change it because his normal outfit already matches his view of someone who fights for justice.
Perhaps Erina is wearing his rebellion outfit, only it's a feminine version.

The best awakening of all Persona 5 games/spin-offs. It was infront from the start of the game, but still didn’t see it coming like this.

It might be recency bias but this is my favorite Persona 5 awakening. Sophia's comes super close though!
