Sir, I would like to ask one simple question … When did India’s first, indigenously (Indian, if you like) designed, sedan roll out ? … and when did Tejas undertake its first test flight?… You guessed it right. It was Tejas that undertook its maiden flight at least a year before Indigo was launched by Tatas. It was Tejas that did it first …. Indigo launched in 2002 … first test flight of Tejas was on 4 Jan 2001 … DRDO did it despite many restrictions by other countries. Compare this with private industry who never faced any restrictions …
The country opened up its economy in 1991. Has Indian industry made a world class car even after 30 years of opening up. (compare BHP: Mahindra’s 2.2 liter diesel engine gives 172 bhp whereas BMW’s 2 liter diesel engine gives 188 bhp. Sorry Anand Mahindra sir. Nothing personal here. Simple machinery like press brake n shearing machines have important n critical subsystems which are imported. Check any Indian co. Make list.
Take Tatas n TCS
Tatas milked TCS to strengthen its shareholding in group cos. How much did it invest in developing cutting edge owned technology in software. So goes with Infosys n rest. These are cos with huge turnover n profits. But no worthwhile RnD
Look at L&T it collaborate with Korean co to produce howitzers. Yes howitzers.
It is India's foremost private sector engineering co.
It did not have the guts to say we will develop our howitzers.
Our DRDO n PSUs have done lot better than the private sector.
All they needed was revamping of management system.
The committee is a bunch of jokers where it comes to cutting edge technology.

Key difference between BJP and Congress is BJP/Modi govt uses power for building nation while Congress used power to ensure Nehru/gandhi family rule. Even today, Congress core goal is to transfer power to the first family even if it requires going against national interests

Not just DRDO, every single PSU in the defence sector need full top to bottom reform. During My time at one of them i got to see the most skilled “scientists” from elite colleges wasting their time drinking tea and having samosas and sleeping from 8 to 5. They were literally using rtl language from the 80s literally 30 yrs behind the rest of the industry. This really made me run away from govt psu’s and work in private sector.

Unfortunately my friend, whether it's IITs, ISRO, PSUs, private companies, Software companies, manufacturing, startups, etc etc etc. We are not doing one thing which has not been done before any where else. It's not a question of learning. ISRO has less autonomy as it is controlled by the PMO by default.

@@sadenb 'autonomy' means free to independently take its own decisions. I don't think strategic affairs like nuclear and missile programs have any such luxury to independently take decisions. In fact they are tightly controlled by the PMO.
You can say they have less bureaucratic hurdles to cross because they report directly to PMO.

I'm pointing to the word 'autonomy' you have used for strategic nuclear and missile programs. They are absolutely not autonomous. Nuclear programs are strictly under the control of PMO. They cannot do anything without approval of PMO. Not even any basic research.
DRDO of course can do some non-nuclear research work based on funds allocated to them. But for large initiatives, they again have to get permissions from govt.
A long time ago, I worked in GTRE during my engineering internship. What i can safely state with my limited experience is that , it was extremely relaxed out there. A far cry from the private MNCs i have been employed since. GTRE was working on making kaveri successful then. We all know how kaveri engine panned out. Possibly , we will use it for our drones today. Defence research organizations should be cutting edge and brimming with new ideas and work. Any reorganisation of DRDO would be a very welcome. Govt Of India needs to fix the issue of funding for R&D. At the moment, it is very haphazard - CCS determines if something has to be funded on biennial basis and that just creates a lot of stoppages. (I know Permanent R&D fund is coming but we won't see it materialize at least until next year).
The other issue is culture, DRDO labs are too dependent on Govt for everything. Even when they have freedoms they are too eager to submit itself to the Govt. That needs to change. When you go begging to the Govt, Govt decides your priorities - this is how we get DRDO to make masks rather than research.
The other part of this equation is procurement and/or commercialization.
Our procurement are still a bloody mess, our Generals asks too much, demand too many changes but pays too little and then finally dumps the project. They are not invested in a programs success and building real capabilities. It is more about proving the Govt that we are incapable to build things and hence we must import equipment.
Now Every R&D project has a potential for commercialization, if private sector is not allow to commercialize it and is stuck with Defense procurement then I guarantee you this reform will be a huge failure.
Make it in Hindustan has huge potential for scientific minds to get employment and do research here ! Another five years of PM Modi would hopefully change the “face” of the Nation !

Nobody will privatize DRDO. The solution will have to be from within. An open discussion about DRDO's capabilities is necessary. Overpromising and underdelivering has been the norm at DRDO. Young people are needed at DRDO. They must match the high packages of Google and others and retain top talent of IITs and other engineering and science colleges.

The higher education system needs reforms. Age barriers and restrictions should be improved for hiring. These are non sense laws that are restricting growth. Performance needs to be rewarded and not seniority.

IAF is majorly responsible for delays in Tejas. Frequently changing requirements (fuel probe, new radome) is the main one. It could've inducted in 2011 even as air-to-air capability was being tested. If EU nations could induct an A2G only Typhoon, why can't IAF ? Also, India was subjected to sanctions after the 1998 nuke tests which led to our engineers being thrown out of Lockheed's facilities. We completed the testing of FBW in India under Dr. kalam. The flight-tests in 2000s were slow because we were doing it for the first time under sanctions. An unsupportive and uninterested IAF did not help.
I know my uncle working at DRDO, Pune telling me how directionless the entire organisation is despite him working as a project manager at Pune branch. Scientists aren’t researching anything substantial and just filling up jobs posts like any other govt organisation. I feel at the centre of innovation is competition. Without knowing what the organisation stands for, how on earth they will deliver anything.
Has he also told for drdo director from rss background is sharing the secret to Pakistani?

Only the labs in Hyderabad and Bangalore are performing well and keeping DRDO going. So it's understandable that your scientist uncle from Pune is disappointed with the work culture in his lab. It doesn't mean that everywhere it's like this.
@@mehjabinsnam1381 I mean you do know right, Pune has Heavy Energy Materials Research. Only in India which is linked to DRDO. The organisation lacks innovation, period. Pune also has College of Military Engineering, NDA, DIAT and Engineering Corp. all of them are clients of DRDO. I don’t see Hyderabad or Bangalore delivering anything substantial either.
We have been trying to build world class products without building world class industries. The focus has to be on industry. Competent companies will develop and deliver competent products.

In my opinion DRDO needs to be hived off into separate productive units(like ADA,say) and one research financing unit which examines proposals from private organizations and funds them as per GOI policy in force at that time( akin to the DARPA program in USA). The patents process in India must be strengthened in practice. This will release the forces of India wide innovation.

I worked on 3 - 4 projects at DRDO Hyderabad. Akash Missile, Pinaka Missile, LCA Tejas and Torpedo projects during 1987-94.The Scientists and Tech team were so slow and lazy, added to that fund crunch, Govt. Disinterest. Govt. Of India held by Congress would always float tenders for import of Defence equipment including Radars etc. got so fed up as I-was a young engineer. I was frustrated as well. Left DRDO to work with SAB’s Gripen Fighter jet development team. Today it is a 180 Degree turn of events. Modi Ji’s Govt. Must start giving decent payouts to the staff that are working on Make in India projects. Per se overall pay packages to Defence and Space equipment design development and mass production community. Else they will fly off. Beware..!!
Get rid of old crap. I know few works in DRDO hyderabad who does nothing but go to office on time spend an hour near laptop. Go out have chai bathakani.. go for lunch and spend time roaming around and going back home on time. 60% of employees who doesn’t even have 1 hour work every day.

DRDO. Govt needs to bring similar reforms in PWD and infrastructure sector as there is highly red tapism and incompatible
The committee should have had someone from existing DRDO organization key person. There are highly educated and talented people. Their view points may give some difficulty they face. Prioritise the requirement expected of DRDO. Bench mark the laboratory with some of the leading organisations in USA such as DARPA, Israeli defence institute, etc. There is also a need to push for talented people up and procedure to gracefully retire the inefficient professionals from DRDO. Every lab must be mandated to deliver some or the other system relevant to defence departments. Retain people who deliver and sack others. There is also reluctance by armed forces to use DRDO product. It must be a joint prerogative of both DRDO and a wing of armed forces entrusted with delivery of products to armed forces. Give them actionable time bound assignment. Reduce paper work and more on advanced administrative practices.
I listened to your program on DRDO reform. Brilliantly presented and very interesting. A long needed reform is now happening. You might know about DRDL Hyderabad, it was a precursor to DRDO. You mentioned in your talk that the guided missile program was launched in 1980. I believe it was much before that. My father Brig. Aniles Basu, AVSM, was on deputation from the army to DRDL in the guided missile program in the early 60’s.

Someone from DRDO should have been kept in the committee otherwise the committee will not get the true picture of how it functions. Whatever decision the committee takes, without knowing the ground realities, will not be a proper one.
Btw indian government still haven't released funds for AMCA and TEDBF. They have been waiting for funds for more then 1 year and when the project get extended blame would be on DRDO.
These reforms are the reason why i give vote to BJP

DRDO, HAL, All the Ordnance Factories and all the Defence related Scientific Research Laboratories have to be kept in TIGHT leash to deliver the end product strictly on time as per pre determined schedule.
Since my childhood for more than 40 years I had been hearing that "India is going to make its own Fighter Jets." HAL had failed our country after spending thousands of Crores of Rupees of this (then) under developed country.
It’s nice to note Shekhar being neutral in politics.
