No. Cotton balls becomes more dense when wet. Your pump will have a hard time.

Will it not carried issues for fish being a fast water flow in longer time
They don’t have any problem because the current is jot strong enough for the koi plus if it really bothers them, they can stay on the side near the circulation pump. But so far the fish are happy.
