Concerning CDL... Depends on which state you live in or where the vehicle will be registered. California, Hawaii, New York, Massachusetts (and others) for example, this truck would require a CDL due to having more than 2 axles, curb wt weighing more than 14999 lbs, Air Brakes and having a commercial 5th wheel... Also, it would be ineligible and impossible to register and/or insure as an "RV" in those states unless all but 2 axles (including front steer) are removed, 5th wheel is permanently removed and curb wt is reduced below 14999, plus add a toilet and functional shower in cab. You would still have to have a non commercial A or B endorsement to your regular license due to air brakes. Tennessee, Texas, Montana are much more relaxed. All you have to do is get an "Air Brake Endorsement" on your regular license and slap on a "not for hire" stickers on the doors. But, getting insurance is still a pain in the ass. I have a CDL and a "singled" 75 ft 2009 Kenworth W900L "HDT Motor Coach" with a 550 hp C15 and 53 ft Kentucky Conversion with slideouts, registered as an RV and insured as Motorhome and Home Fire Line under Allstate. And, anything else that also happened to be in the way, btw. I didn't see it, but it was reported that the brakes failed on one when we were in Korea and, apparently, it went through a few houses before it stopped. But, that probably just came down to an inspection failure at the maintenance bay. They were pretty cool, though.
If it is the same incident I heard about then the issue was failing to build up enough air before heading down a long hill. The driver ran out of brake air before reaching the bottom and could not get it to stop.

I know of oil field service companies that already snapped dozens of these M1070s up and HEMTTs. They love the mud, grease and the jarring terrain.
