I think that the biggest thing I notice about FL boaters coming back and pulling their boats out of the water they pull up to the dock, tie up, slowly go get their vehicle and trailer then slowly pull the trailer out. Here on TN lakes/Rivers if I'm with my son he drops me off at the dock, backs off and then waits for me to get the truck and back in before he pulls back in. Total time for us to recover and load the boat is under 2 minutes. Same with launching, we prep before backing to the ramp, I back into the water the boat comes off the trailer he backs away and when he sees me come down to the dock pull back up and I jump in and off we go.
What you are describing is pretty much the same way we do it here in Minnesota. I guess they don't mind waiting around forever when it gets busy. The Chit Show is proof that just because you can boat year round doesn't mean you know what you're doing or have much common sense.

"Stage 5 clinger" that's funny shit. I dated one of those back when I was in my early 20's. Shortly after that one I met a new girl (now my wife) and we been together since 1997. My wife likes to sit like that behind me at the helm of the boat and I love her to death but when I'm docking the boat or maneuvering in tight situations like a sandbar or regatta (when we used to go) I don't want anyone hanging on me. I tell her and my kids to get away from me. LOL
That is the most ridiculous launching ramp that I have ever seen. The docks are directly in the middle of the launching lanes. What a cluster f***. The docks should be to either side of the ramp that way people can launch and load their boats and never get in each others way. If this was just a ramp and no docks 7 or 8 boats could launch at the same time. You launch, you immediately pull your trailer to the parking lot, out of the way. Your buddy idles to the boat docks ( that are out of the way) and picks everyone up.

People loading don't get in the way of people launching because the boat docks are 15 to 20 yards down the bank away from the ramps. After I get my boat off the trailer it's wide open water. People loading and people launching never don't have to worry about the other.

People seriously need to practice. Simple. Go out during the week, early in the morning, and practice maneuvering. Things in motion, remain in motion, so come to a complete stop before you try maneuvering. It is easiest to be on the windward side of the dock, (blow you into the dock as you SLOWLY approach the dock at a slight angel) but it you must approach on the leeward side, power into the dock at a slight angle, then just before your bow reaches the dock, turn hard into the dock while giving a little throttle in reverse. You will look like a pro as the stern moves towards the dock. Then as your deckhand(s) to jump off, grab the dock-lines (which you should already have placed in your midships and stern or bow and stern cleats.....using a "catspaw"), then secure them to the cleats using a cleat hitch or use a "half hitch on a bite" or clove hitch and lock the line with a half hitch (google terms you are unfamiliar with). Happy boating, remember, we do well what we do often. The most aggravating part of boating is the launch ramp (launching and trailering). YOU CAN DO IT, just PRACTICE......OVER AND OVER.
I've never sailed, yet I know all about it ! These people seem to block such info out and just want to have fun ! What they really need is to have someone with Boat knowledge show them, but their stubborn pride will reject it. :(
