I have a fast XP method you could use to get your perks!

25k will get you like 400 fusion cells early game, it isn't that much money.
Don't need to stop at 25k that's just the limit it allows you to receive from the workshop in one go but you can just keep going to your hearts content but once optimized you will earn a lotttt of caps very quickly
Or you just download the cheat holotape
ps4 has no mods i think
No, no need for a mod on PC to do that. Just use the console command player.additem f X (X being the number of caps you want).
