The powered water pump does have a purpose, and that is to generate water for settlements where there is no standing water and thus a purifier could not be placed (such as Red Rocket).

You missed a very important note. You CAN NOT WAIT TO GET WATER. it takes 24 in game hours, sleeping and waiting doesn't count. Upon timing it, it takes 72 minutes to pass 24 hours.
Ah this makes sense! I was trying to wait to show the production in the video and it was not working.
That said - I think my farm makes water more often than 72 minutes. I think it's due to fast travel times being factored in? I'm not sure.
Also maybe I'm just losing track of time so it may well be 72 minutes, idk.

Waiting absolutely works. you just have to leave the settlement and pass a few in game minutes. Upon returning your water will be there. Make sure AID in your workshop is empty. If you have any other AID items in your bench, it wont work. I produce 400 a day at Sanctuary, like clockwork.
Can finally get money to buy ammo for my survival very hard playthrough
I used it to finally get ~endless supply of fusion cores so I never have to leave my power armor
