+60% Cooldown Speed = 37,5% Cooldown Reduction
+100% Cooldown Speed = 50% Cooldown Reduction
+200% Cooldown Speed = 67% Cooldown Reduction
1 - 1/(1 + Cooldown Speed) = Cooldown Reduction
