Neither of these fluids by themselves will properly complete a tire repair. Used properly, rubber cement and a patch / plug will do the trick. However, bead sealer is typically only meant to seal small cracks alongside the rim.
We do not recommend using bead sealer instead of vulcanizing cement when doing a patch repair. The patch will not properly bond with the rubber if you use bead sealer instead of cement and this can lead to a failure of the repair. The vulcanizing properties of the cement is what bonds the patch to the tire.
They usually say use rubber cement to plug a hole, but would this stuff work?
