train brake or air brake decrease speed of train very drastically.......and its time consuming to regain speed once train brake applied.......also its sometimes risky to apply train brake anywhere depending on gradient, where stalling, train parting may happend.........so LP applies both kind of brakes depending on signal aspect, track speed, load of train and railway gradient

It's not rocket science. You are trained to apply braking functions dependent on the terrain and this could be normal braking or a combination of dynamic and normal braking. Irrespective great demonstration of the braking function .

It is actually better to use dynamic brake without pneumatic (auto) brake for holding speed descending a hill or slowing down to lower speed limit, because braking resistor grid can dissipate heat easier than brake pads on wheels or in case of some electric locomotives energy can be returned into overhead lines and consumed by another train. Many electric motor units or shorter trains use solely dynamic / regenerative brake down to ~ 10 km/h until pneumatic brake bring trains to complete stop
