A vintage/grey market dealer recommendation in the Ixelles district is "Collection d'Heure", they always have quite a good selection (and a nice web shop). In the same upscale shopping street there is "The Hall of Time" which sells many brands, and is a Rolex AD as well.

That's some straight up bullsh*t. With a bit of common sense and awareness, especially in tourist areas like the Grand Place, it is fine to explore the city, even in the evening.
