You need the following to start your ATV. (1) The correct fuel/air mixture, (2) adequate spark delivered at the correct time, and (3) sufficient compression. If you have those three things EXACTLY as required by factory specs, the machine will start. Clearly you have battery current going to your starter and the starter is turning the engine over. That means the engine is not seized up but it does not mean the engine will start.
You need to check the spark plug and coil wire to be sure the plug is firing well. There are plenty of videos showing how to test for spark. If the plug is gapped correctly and is producing a strong blue spark, then the coil, the coil wire, and the plug itself are all good. You can move on to the other tests.
Check to be sure you have a clean air filter and nothing is blocking air flow to the carb. If that's good, check to see that gas flows to the carb properly. Or you can simply squirt some starter fluid into the carb before you try to start the engine. If it fires with the starter fluid squirted directly into the carb, you likely have stopped up flow of fuel somewhere.
If all checks out good, then testing compression is next. You may need to borrow a compression check gauge from an auto supply house for testing compression. If compression is below original specs, then you likely have worn rings that are not sealing off the cylinder properly. You may need to install new rings or possibly a piston if very badly worn.
If every one of those things checks out, then the likely next thing to check is your engine timing. If the timing is wrong, then the engine may be firing the spark plug at the wrong time. This will never allow the engine to start even if everything else is correct.
If all of the above fails, then you likely need to take the machine to a qualified Yamaha mechanic for a more extensive diagnosis.
