If going by a story standpoint, you could say that the tadpoles nerfed everyone , Gale was supposed to be a prodigy and not some fledgling wizard, Wyll is a renowned hero, Karlach were supposed to be Zariel best frontliners,etc

Wyll may be depowered here, when leaving the hells he was able to summon grand beasts under Mizora's power before the tadpoles nerfed him.
