Yes Zsinj was given the rank of warlord which another comment pointed out was a person who held military and political command. I think something similar to a head of state. It apparently is like a mix between Grand Admiral which is military with some political power and Grand Moff which is political with some military power. (Though moffs and grand moffs like Tarkin did have some significant military control.)
IIRC Zsinj expected to become the next Grand Admiral before Palpatine death, and then just donned the white GA uniform when he became an independent warlord.
@@justintaylor1713 Yeah Thrawn had the title too. Warlord of the Empire means someone who had control over both the military and civilian infrastructure
It was the first time they really had someone from the Emperors own Circle and they wanted to show to their members that the New Republic had a Judicial system that would deal with Imperials harshly and not just use them for backdoor intelligence and favors.
I wouldn't call Syn 'mediocre' at all. He rose through the ranks to admiral via merit and zeal. Ackbar himself admits that it was only through the Bothan's sabotaging two of Syn's Interdictor cruisers as well as feeding the Grand Admiral false Intel about being able to expect reinforcements fromHigh Admiral Teradoc that Ackbar was able to win the battle of Kashyyyk against Syn.
