This is my first Pugster Blue Buddleia and I think I may have found my favorite buttefly bush. I lose count of all the butterflys that are coming daily. I do have some japanese beetles on the bush that I hand pick off throughout the day. My question is is it ok to deadhead the spent blooms or do I just leave them be?

Absolutely YES, go ahead and remove the old flower heads. It keeps new flowers coming and helps to keep the bushes lush and fresh looking

I’ve got 3 of these, one is healthy, the other has brown tips on the leaves and the newest one is quite yellow with brown tips on the new shoots, the soil is moist but not soaking and they get 10 hours of full sun, do you have any idea what this problem could be?

It sounds like there's something going on at their roots, and since Butterfly Bushes do not like to be in wet conditions, it sounds like maybe the two ailing plants are getting a bit too wet in winter and early spring.☹️
Perhaps, if examine and compare them with the healthy one you will be able figure out any differences. 😉
Your local cooperative extension or master gardeners might be able to help diagnose the issue.
If all else fails, you might have to consider giving them a "ride in a wheel barrow" (transplant) them to a new, better drained and soil amended location.
Here's a link to one of our videos that will guide you with our suggestions on how to plant shrubs: ua-cam.com/video/xybT3obydPw/v-deo.html
In this video David is planting an evergreen that was grown in a pot, but the principle of transplanting your Buddleias will be similar.

What can I use to keep the leaves from being eaten up. ?

This is unusual because generally Butterfly bushes are not prone to much damage. In fact, i can't remember the last time I seen one with issues. Obviously, whatever action you take depends upon whatever is causing the problem. Deer normally leave the furry leaves alone, but rascals like rabbits and ground hogs are known to have a munch every now and then. Some of the animal deterrents can be short-lived (and need to be reapplied) but overall they work well, and a temporary ring of chicken wire might be the answer too. If it is insect issues (which again is unusual), then you might like to research that through one of the self diagnosis websites run by the extension services or universities.

It is probably just a choice of words that encourages people to think about enjoying this lovely, easy to grow selection. Whatever the description, it all pales into insignificance when you see the big, floret filled pyramidal blooms in their glorious reality. That's why we put so much emphasis on delivering our premium sized plants to our partnering garden centers: grownbyoverdevest.com/retail-locator/ when they are flowering and coming up to their prime. That means prospective customers are able to examine, smell and touch the plants, and decide if they are meet with their requirements, regardless of any verbiage. There's nothing like being able to see the plants for yourself.
