Zoro is quite relative to Luffy... Even now. He's strong enough to beat Lucci, but I don't think he would. People always leave out that Kaku's doriki was pre-fruit; physical stats would be boosted after eating said fruit... Though, definitely not enough to match Lucci's combat acumen and carnivorous zoan.
Smartest Zoro fan. My dude Doriki measures one's ability in Rokushiki. Which isn't influenced by devil fruit just like how haki isn't. Zoro is QUITE far from Luffy. The only time they where relative was the East Blue Saga. Ennies Lobby and on Luffy's on average wlmost 2 times stronger then him. The gap's even bigger now then ever.
With that logic, zoro is miles ahead of sanji. Lets say Kaku's doriki increases to 3000 after eating the fruit. Well the wolf guy's doriki is gonna stay at 2000 because he doesnt gain any powerups whatsoever.

Kaku was only half as strong as Lucci before he got his fruit, and this doesn't include the fact that he's a swordsman, which wouldclose the gap more.
