a dude that fixes my bike said I need new forks if I wanted to get a high rise headset because my steer tube is too short, its 160mm, the highest I can find is 172mm, and I want a high rise, so I would need a 200mm steer tube, would I really have to get a whole new Forks?
Ashton Hill you could just replace the bearings but it would be easier and not much more expensive to just replace the whole headset. Most come with the bearings and everything else you need.

Bars twisting has nothing to do with the headset, it'll either be your stem or steerer tube that have a problem.
And yes if you do want to convert to intergrated I believe mission do a conversion kit with cups that take regular intergrated bearings.

Yes or you can get new bars to make your ride hight bigger too
Eric Marin and get a taller top load stem in conjunction with taller bars to maximize the height.
