My working theory is that the curves are too sharp for higher speeds using rail that is over a hundred years old. Considering the Railroad is adding camera's and PTC to the ancient m3 fleet, it's safe to say they have no plans of getting rid of any of their rolling stock throughout the 2020's.

did not know tracks to LIC are now electrified. This used to be diesel only territory. video does not show the terminal at LIC.
There were always electrified tracks at LIC, but they only recently electrified some of the platform tracks.

The locomotive hauling the double deckers are diesel. Except for the M9s that use third rail.
The 500 series locomotives can also use the third rail. You can see the red current pickup beam at the bottom of the trucks.
