That's an IGBT taction inverter system. We have them everywhere here in the UK and Europe. First came about in the mid to late 90s and they generally have a solid tone at the start. A favourite of mine is the Bombardier Electrostar, rather the typical modern British commuter train.
Why are so many American trains mostly unpainted metal. It's not a good look. Especially from a British perspective where all our trains are completely covered in the livery. And the tiny windows as well. They must be horribly dark.

We like our trains that way
On the contrary, the trains are very well lit, and the unpainted metal gives a sleek look, while being "graffiti-proof"
camjkerman I somewhat disagree, for example the Yamamote Line E235s in Japan are unpainted metal but look hot
Are you volunteering to pay for the constant repaints the train cars will need due to graffiti and general wear and tear damage?
The M9s came with tinted windows for sun glare. And trust me you can clearly see whats outside.
