at 2:46, for the ON-center cell you say that if you put light on the whole field, the rate goes just above baseline because the center is more powerful. why is it the same thing for the OFF-center cell, shouldn't the rate go just below if the center has more effect? (3:56)

correct. fully illuminating an off center ganglion cell's receptive field will generally have a slightly lower firing rate compared to baseline.
