Use ReaEq to modulate the the hi cut, use a JS plug to modulate the pitch drop, then use a custom action to reduce the playback speed. Or just download Halftime it's free to use without a license but you can't have more then 1 instance in a project. But you won't need more then 1 anyway.
I was amazed at how great it sounds to just cut it up into 32s and move the slices around. No plugs required!

yes, there is a "Loop" checkbox in Reasamplomatic5000 next to the "Obey note-offs" checkbox
