Did I buy a car with the "Best/Worst" engine GM has ever built?

Jeez, looks like something I painted!! Nah but They definitely did not sand it before shooting some paint on it, I wouldn't doubt it if they didn't primer it either. Oh well sometimes you get burned, I'm sure somebody with the time, money and determination will take it off your hands.
