When the current stage of the genocide in Gaza happened, not many went out of their way to start making noise. But the government gave an ok for protesting since the initial idea was that it was against the genocide. Soon after, like almost immediately, the target of the protest switched from Israel to the government. So they cracked down again.
Worth mentioning that Egyptians know very painfully that the Egyptian government will easily pull out guns and tanks on protesting civilians in a heartbeat. It's why all taxes were spent on widening roads, building bridges, and moving the government to an expensive city (the new administrative capital).
