@@techstudio8268Hi , i remember oraclr offering free entperse edition of oracle 21c (non-commercial use only), but i cant find the same equivalent for 23c since the 23c develop edition haa 12gb ram limit.

i am clicking on run as administrator after downloading the software and the yes no dialog box is also coming but even after clicking yes no screen is popped like shown in video

This is really weird. My guess is
Your laptop or PC hardware is not supporting
I suggest to format your PC and try to install the software

For practice purpose go for express edition
Very clear and concise video instructions, much appreciated. I did however run across an issue; when entering the variables for the hr_main.sql file within developer, i received the following error for all lines.
Error starting at line : 124 File @ C:\Oracle_21c\WINDOWS.X64_213000_db_home\demo\schema\human_resources\hr_main.sql

I checked all security permissions for all windows users, all have full permissions. Please help, i'm welcome to any suggestions.
Every step you followed is correct, looks like the path that you are entering is not correct.
Let's copy C drive path and open the explorer and paste the path in that and check
If the file is opening from windows explorer then the path is correct,
If it's not opening then there is some issue in the path that you are providing
Secondly, check whether you are giving space at the command line that you are executed
If still the issue persists, just let me know
Wht is different between enterprise and express edition?
In simple terminology, express edition is like light weight software, here your system resources have minimal usage, where as enterprise edition is a complete software, here your PC is loaded with all modules,
For any beginners or for practicing SQL, I recommend express edition

Well difference between XE and enterprise edition is
XE is express edition, which is limited, for any beginner this XE will be useful for learning SQL queries
Enterprise edition is full version software

After extraction i'm not able to find the setup application
Please check the extraction folder carefully, you will find the setup application

i had a problem with Setup wizards so skipped them to complete the installation, after it was installed i couldn't enter the url any solution
Please do not skip any steps that may lead to malfunction of the software
In sqlplus when i'm entering username and password i'm getting invalid option

My Installation process interrupted when windows defender blocked some permission then I cancelled now how to allow the permission because again when I am opening setup.exe it is saying database software already registered in central inventory.
Ohh..ok.. uninstall the software completely including oracle services and then freshly install the software
