Ensure the Oracle database listener is running ,In windows starting the TNS listener service Check firewall settings Double-check connection details in SQL Developer Restart SQL Developer
Go to the properties of the C drive (right click C drive and properties), click security click Advanced, then Change permissions, then Edit, and you will see the full list of permissions. Provide all the permissions to the user who is performing the installation. Then try the installation again by starting the installer as Administrator.
