There is actually an ending in Soccer, two even, but due to a programming error they're unused along with a playable Wily that was supposed to unlock after beating the game. I thought Battle&Chase was really good, even if a bit clunky. It's a PS1 game so the clunkiness can be forgiven.
The two characters you referred to as “this guy” and his Russian escort in Rock Board are from MM4. That’s Dr. Cossack and his daughter, Kalinka. I won’t say any more than that for the sake of spoilers for those who haven’t played that game.
As another person pointed out, yeah, Power Battle 1 and 2 were available in American arcades as well! The theater on 69th Street in Upper Darby back in the 90s had both of them at some point!
Rockboard actually has a fan made translation patch. Which makes it more playable. With friends I suppose. As they are Megaman a games even if shoddy, the music is always awesome tho!
It'd be dope if they up and remade Legends 1 and 2 with better controls and as much of the original voices as possible...though with Corey Riffin's or Dan Kuso's VA voicing Volnutt and Principal General Barrage's VA as Teisel

I will defend Battle and Chase: the "clunky" turning you described is actually part of the mechanics: you need to let go of gas to do sharp turns, and different tires have different drifting capacities. Megaman's Rush Roadster starts with a "default" tire, but I'd say Protoman's tires are the only ones worth using outside of condition-specific tracks, because he can do sharp quick turns and readjust you on the track a LOT better than the others, and you get better control around corners with that sharp turning (which also applies to drifting, making Proto essentially the "instant drift" character). Iceman's tires are the non-slip tires, but I've found using Protoman's tires and practicing drifting techs worked well enough for me. (but no seriously, the game isn't really any more clunky than Diddy Kong Racing is; it just has very unusual mechanics and you actually need to consider which parts you're using for each track and opponent.) (on that note: get Protoman's car body before you tackle Shadowman and Bass, and set the shield to protect your back most of the time, they both love to try shooting you and Shadowman is especially debilitating. Bass' track needs more juggling so you don't ram an obstacle and get stalled out when your shield isn't in front)

How has Capcom not seen value in continuing the arcade boss rush or kart racing spinoffs with sequels. They could just crank out a massive boss rush game as a 15-20 dollar digital game and make all the money. And Battle and Chase 2 could just be a retail game, just as long as they keep microtranx and battle passes out of it
The arcade games did come out in the US, but they were limited. I played one on the free wall at a place called Nickel City. Also, did you put a PS1 game in a PS4?
