Yeah this infraction is taken very seriously. I and probably every other officer in my department wouldn't just let the guy off with a warning. We cannot have multi-ton vehicles flying past while kids are loading/unloading in the street. Usually you can expect to see a $500+ fine and a license suspension for a month - or even more if they've got a shaky driving record. As I said, it's a serious offense. A misdemeanor crime in a lot of areas, not just a simple traffic ticket.

There is a school bus here that stops at a 3 way intersection to pick up 1 child. The Mom sticks her head in and has a 10 minute conversation with the driver EVERY day. The stop sign stays out the entire time. Traffic on 3 streets is tied up for morning commute because of this.
Sherry Wyllie If there is a phone number on the back of the bus call that number and ask to speak to a supervisor or the dispatcher give them the bus number and let them know that this is an everyday situation. Let them know that you will be filing a complaint with the local police and or Sheriff's department about the matter if it is not resolved with in the week.

The amber's say begin to stop. By the time the reds go on you should be stopped. The amber's do not mean "Hurry up, the lights are going to turn red." Ala a traffic light.
Nope yellows mean "Hey! You might wanna slow it down!" Once the reds are out, then that's when you have to slow down and stop (they even have this in the CDL manuals, so this isn't new information, or anything earth-shattering).

They should put those police cameras in your buses. (The ones that the police use to scan plates in parking lots). That'd fix things pretty fast.
