I suspect that part of the AI being so weird w/regard to Morathi is that it THINKS her black arcs are meaningful threats. So Morathi will press those ships up against one of her enemies and consider it a job well done.
Her consistent survival in spite of this ridiculous behaviour suggests other AI factions quiver in terror at the thought of her doing that.

10:36 to be fair the AI kinda just doesn't make moves against each other, bit of a different situation but I just had a 100 turns Ungrim campaign and istg Karl Franz and Elspeth watched Chaos beat up Katarin for her lunch money and attack the border of the empire and yet never declared war on them😅
