I suspect that part of the AI being so weird w/regard to Morathi is that it THINKS her black arcs are meaningful threats. So Morathi will press those ships up against one of her enemies and consider it a job well done. Her consistent survival in spite of this ridiculous behaviour suggests other AI factions quiver in terror at the thought of her doing that.

Grom finally going to Ulthuan only to find it be a circus with lizardmen and tomb kings is a pretty good definition of what the endgame of twwh can be lol
