To get Skaven relations to trade with other clans, do the Thirteenth scheme. Also, you could easily have been more than +40 with all four major factions, if you'd just DO some assignments. They're +10 for the client, -5 for the target. That's +5 per assignment. And levels the agent
Also, repeated hero / agent actions against the same target gives the target additional effect resistance each time. Two successful assault garrison does only slightly less total damage than twenty due to compound interest
