Yes, we Goans do not fry Shrimp or Prawns before hand. I like to do this because 1. it has more flavour when it's marinated 2. A quick saute and adding it at the end ensures that the shrimp will not be rubbery and overcooked. The recipe is authentic, if you like you can add the shrimp uncooked after the okra.

Not if you cook it for the right time. But generally in a curry, shrimp does tend to get tough.
